  2. OPMs Online Program Management providers (OPMs) are companies that offer services related to the development and administration of online programs. Services include cutting edge digital education market research, marketing, and recruitment, enrollment management, student retention support, support for online course design, and technical infrastructure.

  3. Why should UM engage with an OPM? • An OPM can provide: • Market research and recruitment • Rapid response and follow-up to inquiries • Guidance for new students through application processes • Extended advising, admission, and technical support services • Online course design support (instructional design) • Advanced technical infrastructure: learning analytics, student retention data, and online courseware such as an LMS

UM policies and procedures will be maintained • In line with Section 14 of CBA, the University and Faculty will retain intellectual property rights over all content. • Faculty will continue to review, oversee, and approve all curriculum. A sub-committee of the Faculty Senate focused on online program and course quality is being formed, and will include representation from the UM and Missoula College Faculty Associations as well as representation from faculty from across the University. • UM will retain authority over faculty hiring decisions in line with BOR policy (702.1). Academic processes for hiring will remain the same. • Students will continue to be enrolled and registered as UM students.

  5. OPM Committee • The charge of the committee is to identify and select an OPM provider that best supports the goal to increase access to high-quality UM online courses and programs, in keeping with our policies, collective bargaining agreements and governance procedures. • The committee comprises: • Cassandra Hemphill, Missoula College Faculty Association • Bob Hlynosky, Procurement Manager • Adrea Lawrence, Interim Dean of the Phyllis J. Washington College of Education and Human Sciences • Mark Pershouse, Faculty Senate Chair-Elect • Daisy Rooks, University Faculty Association • Renae Scott, Interim Chief Information Officer • Robert Squires, Director, UMOnline • Scott Whittenburg, Vice President for Research and Creative Scholarship and Dean of the Graduate School

Proposed Timeline for OPM Engagement Spring 2019: Online Program and Course Quality Committee established OPM partner identified Faculty Forums with OPM provider December 6: Faculty Senate Meeting Mid-Spring 2019: OPM base contract finalized Mid/Late Spring 2019: Academic units and OPM identify programs on which both want to collaborate. Fall 2019: Projected initial increase in online program enrollment Summer 2019: UM and OPM start working together to market/recruit for existing programs and develop new online programs Fall 2019/Spring 2020 Launch new online program(s) for existing campus-based degree program(s) Week of December 17: RFP finalized and issued Late Fall 2018 Spring 2019 Summer 2019 Fall 2019 Spring 2020 December 12: Faculty Feedback received and responses provided
