(Share the evidence or copy of relevant registration) • Must be registered for having legal status to operate in Pakistan. (Share the copy of relevant registration certificate). In case of INGO, share the copy of work permission letter from the Ministry of Interior, Government of Pakistan. • Must have national tax number (NTN) or Free Tax Number (FTN) and Punjab Sales Tax Number (PSTN) at PRA. (Share copy of certificates) • Must provide a certificate/affidavit on Stamp paper indicating that any Government/Semi Government Autonomous Body has not blacklisted the firm. Justification of the project (20 points) • Is the project in line with the objectives of this call and PPIF theory of change? • Does the proposal focus on underserved areas? • Does the project hold out reasonable promise of delivering on expectations? Is it likely to have an impact on overcoming barriers of engaging men? • Does the project provide an effective plan of knowledge generation and dissemination? 2. Well-defined (20 points) • Are objectives and outcomes clearly defined and linked to activities? • Can the work be carried out adequately in the proposed timeline? Risks identified and mitigation strategies defined. • Is the implementation plan reasonable and rational? 3. In House Capacity (20 points) • Does the proposed implementing organization(s) have the capacity and experience required to carry out the work successfully? 4. Synergies & Linkages (10 points) • Does the project develop synergies and collaborations with key stakeholders and local bodies for program efficiency? 5. Innovative (10 points) • Are you proposing new solutions, redesigning existing solutions or aiming to implement previously tried solutions in a new environment? 6. Scalability (10 points) • What is the scaling up potential? Can the design or approach be further diffused? Can it be replicated or adapted in other situations? 7. CONTRACT • The type of contract will be based on lump sum cost per complete term that includes but not limited to the scope of job and terms of references. • Contract will be valid for 18 months from date of signing of contract. • Contract may be extended for another term based on same cost and same terms and conditions mutually agreed by both parties (Applicant and PPIF). FAMILY PLANNING TREND IN CONTRACEPTIVE PREVELANCE RATE • Modern contraceptive use by currently married women has stagnated over the last 5 years, with 26% of women using a modern method in 2012-13 and 25% in 2017-18. • The most popular modern methods among women are female sterilisation and male condoms (9% each). • The Long Acting Reversible Contraception has also decreased over the last 5 Years.   23. FAMILY PLANNING SOURCES OF MODERN CONTRACEPTION IUDs: Almost two-thirds of all users of IUDs obtained their method from a public sector source (64%). The private sector, as a source, declined from 41% in a previous survey to 31% in this survey. Informed choice: Only 19% of women are informed about all three quality-of service indicators (side effects, what to do in case of side effects, and other methods).   27. The Intervention • Improve informed choice by developing information pathways, that address Men and Women’s concerns about contraception that hinder their own use and that of their partner. This will include information on; • Contraceptive Choice • Side Effect Management • Myths and misconceptions • Location of Family Planning services • 2. Create gender equitable attitudes that support family planning use and Increase Joint Decision Making among couples whilst; • Promoting Male responsibility in Family Planning and providing couple counselling • Developing a referral mechanism for Client Centered Family Planning services to provide a wide range of contraceptive choice through an aggregated network of public/private health service providers. • IMPORTANT: Emphasis on young men (newly married/about-to-be-married/with 1-2 Children) is encouraged. Developing synergies and collaborations with key stakeholders, local bodies and programs with high outreach is also encouraged.   34. M&E Guidelines Key Considerations All the information required in RFP be duly completed in a logical and clear manner. Clear relationship between activities, output and outcome be proposed in LFA document. All information given should be reference from authentic sources. Clear role and responsibilities be defined in M&E plan along with proposed M&E mechanism. Given targets and activities should be measurable and verifiable with explicitly spelled means of verification. Targets given be linked with corresponding indicators and have a direct link with M&E Plan. Reporting mechanism based on data reporting and validation mechanism be provided in the given sections and avoid unnecessary duplication. OTHER INFORMATION • Party A will disburse Funds to Party B at quarterly intervals against verifiable and agreed milestones / deliverables as laid down in the milestone schedule of the Contract. • If for any reason during the duration of the Contract, Party B becomes aware that re-appropriation of funds (within contract) might become necessary and re-appropriation will be incorporated from Operational budget to operational budget, Capital budget to Capital and Programme budget to Programme budget, it shall obtain the written consent of Party A, in writing, prior to any such re-appropriation. Party B shall not receive any payment(s) from any other party for activities carried out under this Contract. • Each milestone invoice raised by Party B shall be duly verified and stamped by an authorized representative of Party B and shall also be duly verified by Party B’s Internal auditor before submission to Party A. • All payments will be considered according to the partner’s approved HR / Financial / Procurement policies. OTHER INFORMATION • Prior to re-appropriation, variance in any activity / budget head will not be accepted against the approved allocated amount in such activity / budget head. • Re-appropriation of budget from Program activity to Program activity will be allowed with the prior approval of PPIF and all anticipated re-appropriation shall submit to PPIF before the execution of the activity. • Re-appropriation from Program activity / budget to non-program activity / budget is not allowed and while re-appropriation from non-program activity / budget to program activity / budget is allowed with the prior approval of PPIF. • Re-allocation of existing budget into new expense head / activity is not allowed. • Overall budget of the Project shall remain static / same. • The applicable Government taxes, if any, shall be deducted at source by Party A before making any kind of payment to Party B.   43. OTHER INFORMATION • Prior to submission of invoice to Party A, Party B shall be responsible for verification of every invoice from its departments mentioned below.
