Overview of Plain View Water District • Established in 1951 - Approximately 6,623 acres • Operates as a California Water District under Division 13 of the Water Code - Directors elected at large - landowner voting district • First CVP Contractor to receive water from the Delta-Mendota Canal • Contract with USBR for 20,600 acre-feet • District boundary contiguous to BBID • Overlapping Boundaries with the City Of Tracy

Overview of Byron-Bethany Irrigation District • Established in 1919 - Approximately 12,300 acres • Operates as a Multi-County Irrigation District under Division 11 of the Water Code - Directors by division, elected at large • Water Supply - “Pre-1914” water rights, 50,000 acre-feet • Annexed Land within Tracy Hills - 1999 • Overlapping boundaries with the City of Tracy and the Town of Discovery Bay

Initiation • Simplest Form – District Boards adopt similar Resolutions of Application to LAFCo • Includes: Dissolution of PVWD and annexation to BBID BBID becomes the Successor District Terms and Conditions of the Proposal Reorganization Service Plan Consolidated Budget Plan including Reserves

  8. Governance • Establishing Board of Directors Consisting of 5, 7 or 9 Board Members Election by Division or At-Large • Election by Landowner Voters or Registered Voters • Reduced Administrative costs – Staff responsible to a single Board of Directors

Services and Transition • Specify the type and kind of services to be provided within the Consolidated District • Determine the necessity for Zones within the Consolidated District for different services • Date and Trigger for implementation • Preparation of a Conceptual Consolidated Operations Budget

  10. Environmental Review • Consolidation Exempt from Environmental Review if: The consolidation involves like districts The place of use (service area) remains the same The services provided remain the same
