  5. Aim To enhance the proficiency of port facility security staff in monitoring Restricted Areas in the port facility.

  6. Objectives • Security staff to detect suspicious activities in the Restricted Areas within the time limit as specified in the PFSP • Security staff to respond to suspicious activities in the Restricted Areas according to procedures in the PFSP.

  7. Desired Outcomes • Security staff will be able to: • Effectively monitor the Restricted Areas • Recognize suspicious activities taking place in the Restricted Areas • Take the necessary actions to deal with suspicious activities in Restricted Areas

  8. Control Team • Chief Controller: PFSO, Mr. AAA • Member of ship’s crew • 1 x driver of delivery vehicle • Master/SSO to be informed

  10. Materials • Vehicle for legitimate delivery • Ship, for realism • 1 bag from the ship crew, stuffed with clothing, simulating contraband • Large envelope stuffed with paper, simulating cash

  11. Scenario The local police have detected the presence of recreational drugs in recent periods in the vicinity of the port facility. It is suspected that these drugs have been smuggled into the country via the port facility. The local police have sought the co-operation of the port facility to increase their vigilance in detecting the presence of the contraband in the port facility.

Controller Tasks • Driver will make delivery as required, then proceed to designated Restricted Area • Ship crew to carry bag and meet driver in Restricted Area • Pretend to negotiate for about 15mins before handing over the bag in exchange for the envelope • Driver to depart port facility, and ship crew to return to ship.

  15. Controller Tasks • Carry the “Letter of Identification” and tender it if harassed

  18. Safety • Physical safety of personnel is paramount • There is to be no physical contact between players and controllers acting as intruders, etc. • Security staff are not to use abusive language when talking to controllers acting as “intruders” • Do not neglect the safety of equipment
