(Command Ship Replacement)LCC(R) Description Description LCC-19 • LCC(R) is a mobile, self-sustaining maritime platform with robust C4ISR capability ISO a Numbered Fleet C&C and can support Joint Force Commander and staff for in-theater afloat command and control. • Crew and Staff Berthing ~700. • ICD approved by JCB and anticipate JROC approval in July ‘08. • FY ’08 funding for an Analysis of Alternatives is available. Program Status Issues • The Navy currently operates one dedicated command ship, which also serve as the flagship for the COMSEVENTHFLEET: • USS Blue Ridge (LCC-19) – COMSEVENTHFLEET (Decom FY19) • MSC currently operates one dedicated command ship • USS Mount Whitney (LCC/JCC-20) – COMSIXTHFLEET • The current ships have been in service for 33 to 40 years. • Program now has an RDT&E budget of 52.4M (FY08-13) as per Congressional Budget Item Justification dated Feb. 2007 • Current funds will support LCC(R) related ICD, CD, AOA, CDD and other LCC(R) preliminary design and feasibility study efforts necessary to obtain a Program Decision to proceed with functional designs. • FY08: R3B Completed, plan Acquisition MS A/B and execution of AoA, including concept studies and cost estimates. Approval of ICD. • FY09: Complete AoA and MS documentation, develop acquisition strategy, develop CDD, Specs and contract documentation for ECP mod and C4I design. • FY10: CDD complete, negotiate and contract award ECP and C4I design • FY11: MS B planning and documentation. • FY12: Complete MS B prep, ECP and C4I designs. • LCC(R) - Landing Command and Control may garner a higher BISOG bill that could migrate to other AE platforms, ie. LPD-17 (10th & 11th) or T-AKE MPF(F). Plan is to incorporate Joint C4I as a plug-in for the ship. • Resource sponsor is N-86. 1st LCC(R) Procurement in FY-12. Program is for 2 ships. Cost estimates for ship are expected at ~$2B per hull. • Initial direction from OPNAV is to use LPD 17 as a common hull form for future Amphibious vessels to include LCC(R). 3-8
