The role International level many of them has participated in the AC drafting process giving inputs to the working groups/task forces In counties facilitate changes, not to do work instead of national governments, but support them to do their job bring together different players and interest groups, run the multi stakeholder dialogue link national/local activities with the regional activities assess independently and separately from the national authorities the situation (status, needs and priorities) in countries give technical support, build capacities of the stakeholders developing strategies and action plans build synergies with other processes (EU accession) integrate the AC provisions in different sectors

Examples of activities UNITAR preparing national profile to assess and strengthen capacities to implement the Aarhus Convention (Serbia, Tajikistan, Kyrgyr Republic) (together with UNECE) pilot testing public participation methodology in South Africa preparing national profiles related to Principle 10 implementation in Central America building right-to-know capacity for environmental risk management among community workers and consumers PRTR activities UNEP training for judges and environmental laywers capacity building initiatives for PRTR

Examples of activities • UNDP • guides for ombudsman institutions (how to handle complaints, how to conduct investigations) for Eastern Europe countries • training for the representatives of judiciaries from Balkan region • OSCE • Aarhus Centers is selected countries in transition • national/regional seminars • awareness raising campaigns • trainings and training need assessment for Azerbaijan central/regional/local governments and NGOs (together with REC)

Examples of activities REC enhancing access to information and public participation in environmentaldecision making (in 5 Danube countries) helping to implement the AC in SouthEastern European countries environmental Information, Education and Public Awareness in EECCA countries promoting environmental mediation as a tool for public participation and conflict resolution NGOs assessment in West Balkan countries in terms of accountability
