PUBLIC WORKS - BY THE NUMBERS • 526 employees • 840 square miles • 3,680 miles of roads (Roadway from Jacksonville to California and halfway back!) • 1,200 miles of outfalls/ditches • 55,000 stormwater structures • 1,200 miles of stormwater pipe • 180 retention ponds • 10 stormwater pump stations • Six cemeteries • 6,600+ acres of mowing • 800 public buildings/structures • 1,300 traffic signals

WHAT WE DO – OPERATIONS DIVISIONS • RIGHT OF WAY & STORMWATER MAINTENANCE DIVISION • Maintains all city-owned streets, sidewalks and drainage facilities, including ditches, outfalls, curbs, gutters, pipes, inlets, and catch basins. • Types of work include: • Pothole patching and resurfacing • Street sweeping • Roadside ditch re-grading and minor piping • SWAT – Stormwater Action Team • Clearing drainage pipes and inlets • Install and repair sidewalks and curbs • Minor bridge repair • Install and repair guardrails • Typical question: I want the creek behind my home cleaned out? Natural streams and creeks cannot be mechanically cleaned out. RWSM can only use inmate crews to remove a blockage by “hand”. The blockage has to be adversely impacting city drainage infrastructure.

WHAT WE DO – OPERATIONS DIVISIONS • MOWING & LANDSCAPE MAINTENANCE DIVISION • Maintains grass, trees and other vegetation on all city rights of way, public buildings, retention ponds, park grounds and other city-owned properties. Also manages vegetative abatement on private properties in coordination with Municipal Code Compliance. • Types of work include: • Trimming trees on or overhanging city property • Manages vegetative spray program • Removing dead trees and grinding stumps • Installing and repairing irrigation lines • Investigating and addressing sight obstructions caused by vegetation • Manages Tree Planting Program • Typical question: I want extra landscaping in the median in front of my home? The MLD maintains “Trees and Grass”. Enhanced landscaping can be permitted to the HOA for the HOA to maintain. Permitting is handled by the Planning Department.

WHAT WE DO – OPERATIONS DIVISIONS • PUBLIC BUILDINGS DIVISION • Provides security, custodial and maintenance services for all city-owned public buildings such as City Hall at St. James, Ed Ball Building, all public libraries, all senior and community centers, Duval County Courthouse, Pre-Trial Detention Center and the Police Memorial Building. The Division is also responsible for paying utilities (water/electric) for all city facilities, parks and rights of way (excluding street lights and traffic signals). • Types of work include: • Repair HVAC and plumbing • Wall patching and painting • Minor interior construction • Changing light bulbs

  8. WHAT WE DO – OPERATIONS DIVISIONS • SOLID WASTE DIVISION • Manages solid waste generated, transported, or stored in Duval County. Solid waste includes, but is not limited to, household waste, recycling, yard waste, hazardous waste, appliances, tires, and other discarded bulk materials. The Division also oversees the assessment and remediation of former dump sites; supervises ongoing closures and post closures of six closed landfills; and manages the operation and expansion of Trail Ridge Landfill. • Types of work include: • Collecting waste in the old core city area • Managing collection contracts for three private residential haulers • Monitoring and collecting litter • Coordinating with JSO on illegal dumping and waste tires • Manages the City’s Landfills (Trailridge Landfill is active) • Typical question: What is my garbage collection schedule? WHAT WE DO – OPERATIONS DIVISIONS • TRAFFIC ENGINEERING DIVISION • Produces, installs, maintains, engineers and regulates street markings, signs, signals and other traffic control devices on city-owned roadways. The Division also maintains 1,303 traffic signals…766 of these signals on state/federal arterial roads such as Normandy Blvd. (SR 228), Beach Blvd. and Beaver St. (US 90), New Kings Road and Philips Hwy (US 1) – FDOT compensates the City. • Types of work include: • Completing warrant studies for signals, stop signs and crosswalks • Processing requests for block parties and special event road closures • Working with JSO and DCPSS on creation and regulation of school zones • Creating and installing roadside memorial markers • Assisting with implementation of Intelligent Transportation System (ITS) • Assisting with Traffic Calming requests • Typical question: I want a traffic signal – Traffic signals require a warrant process to determine if justified.

WHAT WE DO – SUPPORT DIVISIONS • REAL ESTATE DIVISION • Manages the business side of the city's real estate holdings, including acquisition, appraisals, disposal, inventory, use assessment and other functions. Also manages the process for abandoning rights of way and easements,and negotiating third-party leases. • Types of work include: • Acquiring easements and rights of way for city projects • Initiates legislation for lease agreements for use of city property • Maintains master inventory of all city-owned properties • Conducts public auctions for surplus (e.g. tax reverted) properties

WHAT WE DO – SUPPORT DIVISIONS • ENGINEERING & CONSTRUCTION MANAGEMENT DIVISION • Plans, designs and oversees construction of city projects such as buildings, roadways, drainage improvements, parks and other public infrastructure needs. The division also houses the city’s survey and topographical office. • Types of work include: • Processing petitions for curb and gutter, dredging and dirt road paving • Providing information about the history and ownership of easements, roads, and other rights of way • Formally accepting new infrastructure for city maintenance • Leading the Subdivision Standards and Policy Advisory Committee (SSPAC) • Managing the capital projects in the city’s Capital Improvement Plan (CIP) • Typical question: How do I report a drainage problem? Use the City’s CARE system (630-CITY). CARE creates a record of the request that can be tracked. • USE CARE TO REPORT ANYTHING!

WHAT WE DON’T DO - OPERATIONS • Examples of things people think we do...but we don’t! • Fix street lights – JEA • Repair/repave state and federal roads – FDOT • Address flooding issues on state and federal roads – FDOT • Approve new developments – Planning & Development Dept. • Issue building permits – Planning & Development Dept. • Establish municipal levels of service – Planning & Development Dept. (COJ Comprehensive Plan) • Maintain privately-owned stormwater ponds – Property owners (HOA) • Repair/repave private roads – Property owners • Regrade private dirt roads – Property owners • Enforce municipal codes on private properties – Neighborhoods Dept. • Oversee city’s response to hurricanes/emergencies – JFRD/EOC • Enforce speed limits and other traffic laws – JSO/FHP
