Objectives • To enhance professional relationships among liquor law enforcement officials. • To secure a national unity of action toward public safety through professional liquor law enforcement. • To enhance the standards and Best Practices of liquor law enforcement. • To enhance the training and development of the liquor law enforcement profession.

National Liquor Law Enforcement Data Project To demonstrate the volume and quality of effective liquor law enforcement; To allow each agency to conduct self assessment, improvement and development of their agency; and To provide a clear picture of nationwide liquor enforcement to assist each state agency in areas of policy, budget and enforcement.

Enforcement Outline Baseline Enforcement Program: Compliance Checks The objective of this operation is to educate licensees and to increase the vigilance of bars & liquor stores in the checking of identification. Targeted – Data Driven Enforcement: Problem Bars Data based, intensive enforcement at bars and liquor stores seen as the source of alcohol related crimes and impacting the quality of life in our communities. While the majority of licensees operate within the law, it is estimated that 10 to 15% are problematic and are targeted for intensive enforcementuntil the problem is resolved.   19. Data Driven Drunk Driving Enforcement Operation Last Call There are over 2400 OUI reports from District Courts that are filed with the Massachusetts ABCC annually. In 2007 the Investigation and Enforcement Division developed a report of bars in 22 municipalitiesthat were the top 30 “worst offenders”.24 of these bars were charged with selling alcohol to an intoxicated person (SIP). The 2008 data demonstrates a dramatic reduction (95%) in the number of OUI’s originating from the bars that had been subject to the intensive liquor enforcement in 2007 and charged with SIP.
