Purpose of the Concept paper • The aim of this concept paper is to promote solutions for implementing an effective functioning of IA in the public sector in parallel with FI and EA through clarification of the differences and similarities, benefits, duplication etc • The paper also considers future work plans for RIFIX.

  4. Structure of the paper • 1/2Background and aims of the paper • 3/4 Key definitions, and Roles of IA/FI/SAI • 5.Key features of the work and role of IA/FI/SAI • 6. Main areas of potential overlap • 7. The benefits and risks of cooperation • 8. A framework for cooperation • 9. RIFIX WG future work

Key features of the paper • A series of key definitions and statements of roles to place the work of FI/IA/SAI in context • The distinction between SAIs that are operating as external auditors and SAIs that are operating as external controllers. • The identification of four main areas of overlap • A statement of the benefits and risks of cooperation • The adoption of the four Cs - Commitment, Consultation, Communication and Confidence - as a framework for cooperation

Areas requiring further work • Review of the definitions proposed and agreement on the definition of Financial Inspection by the WG • Further analysis of the areas of potential overlap • Is Table 1 an accurate summary of all the main areas of work? • Are there other key areas of overlap not identified? • What should be the future work of RIFIX? • How should the concept paper be further developed and what is the intended audience for the paper?

  7. Further consideration of the paper • The paper is to be discussed in detail on Tuesday afternoon • It is very important that everyone reads the paper and is prepared for an in-depth discussion on the the issues raised.
