MoERY EUROPEAN UNION PROJECT financed under Phare NCDTVET-PIU • The indicators to be monitored are formed according to the objectives, which are presented in BFQ. • Objectives and their indicators are put into the form of structured questionnaire SQ. • Structured questionnaire form is done before the monitoring visit. • An example of the SQ is in annex 2. • TA local expert makes the structured questionnaire questions with RC secretary. MoERY EUROPEAN UNION PROJECT financed under Phare NCDTVET-PIU Why are indicators important? • They help by ensuring clarity of the planning process and therefore the implementing, monitoring and evaluation process of the planned activities; • In general, they represent a requirement when turning to financing of projects resulted from plans and related to regional and local interventions of the public sector. MoERY EUROPEAN UNION PROJECT financed under Phare NCDTVET-PIU External monitoring • monitoring visits to every RC and LDC will be made by another RC and LDC. • Thus the monitoring is done as so called external monitoring • Monitors are 3-4 members of RC • Monitors check the objectives and indicators with the RC people they are visiting (members of other RC). • They fill in assessment in structured questionnaire which includes objectives and their indicators • The aim is to create a common opinion about the stage of progress of objectives between the person who is monitoring andthe representatives of the monitored region Material produced under Phare 2006 financial support PHARE TVET RO2006/018-147.04.01.02.01.03.01

MoERY EUROPEAN UNION PROJECT financed under Phare NCDTVET-PIU • The purpose of this data collection is to get to know on the other hand the best practises and on the other hand the bottlenecks of educational development in the region. • Another purpose for the monitoring visits is to learn from the experiences of another region, transfer the experiences and also to make comparisons. In that sense monitoring visits have an extra value as providing a tool for benchmarking. • TA local expert organises monitoring visits and formulates the structured interviews and collect and analyse the data from fille questionnairies as well as formulate the database together with RC secretary • visiting monitors fill in questionnaire, TA local expert mentors the external monitoring process, RC secretary participates also as much as possible Material produced under Phare 2006 financial support PHARE TVET RO2006/018-147.04.01.02.01.03.01

MoERY EUROPEAN UNION PROJECT financed under Phare NCDTVET-PIU • This same method can be used also as tool for internal monitoring, then only the approach has to be modified to self-assessment. • Also there will be the peer learning visits to TVET schools.
