Implementation of Montreal Protocol (MP) in Mauritius Sectoral use of Refrigerants • 1992 –Adherence • 2005 - Complete phase out of CFCs - (5 yrs before target date set) • 2012 - Embarked on HCFC phase out (target 2025 for complete phase-out of HCFCs – mainly R22, R123, R141b ) HPMP
Drivers of Policies 1. Political Will • Environmental Protection – Top priority for government 2. Institutional framework • Setting up of NOU at the Ministry of Environment 3. Legislative framework • The Consumer Protection Regulations 2013 (control import of equipment/appliances) • The Dangerous Chemicals Control Act 2004 • The Environment Protection Act 2002 • ODS Import licensing system (control import of controlled refrigerants) 4. Public and Private partnership • Represented in Steering Committee
Integrated Approach Concurrent implementation of the provisions of the Montreal Protocol and the Kyoto Protocol. Leapfrog to Natural Refrigerants (Hydrocarbons, Ammonia, Carbon dioxide) Both climate and ozone friendly • Zero ODP (Montreal Protocol) • Low GWP (Kyoto Protocol) • Energy efficient (Kyoto Protocol)
Activities Under the HCFC Management Plan Actions at National Level • HPMP(quota system, legislation, promotion of natural refrigerants) • Training(Technical/Enforcement) • Sensitization (general and targetted groups) • Installation of ammoniachillers (still on trial) • CO2 demonstration project for supermarkets (in the pipeline) • Deep ocean water cooling system with support of Hitachi (Japan) – Private Sector • Survey on HFCs appliances and use (Under Green Cooling Initiative for Africa with support of GIZ Proklima)
