Offsite Emergency Response Organizations • Virginia Department of Emergency Management (VDEM) • Coordinates the implementation of the State plan, to include assistance to local governments and integrates emergency response actions of Federal and State agencies • Virginia Department of Health (VDH) – Division of Radiological Health • Provides offsite radiological monitoring, technical guidance and assistance relative to actions required

The Project • Combined License (COL) Application for Unit 3 of the North Anna Power Station (NAPS) • Dominion Virginia Power submitted a COL Application to the NRC to construct and operate Unit 3 of NAPS • Offsite plans and procedures were submitted and reviewed for all sixteen planning standards

The 10-mile EPZ includes: Louisa County Caroline County Hanover County Orange County Spotsylvania County The 50-mile IPZ includes: ~VA Counties of Albemarle, Amelia, Buckingham, Chesterfield, Culpeper, Cumberland, Essex, Fauquier, Fluvanna, Goochland, Greene, Henrico, King George, King & Queen, King William, Madison, New Kent, Page, Powhatan, Prince William, Rappahannock, Richmond, Stafford and Westmoreland ~Charles County in Maryland General Characteristics of NAPSThe North Anna Power Station site, consisting of approximately 1,856 acres, is located in Louisa County on the Southern shore of Lake Anna in central Virginia, 40 miles northwest of Richmond

  5. State and Local Plan Review • 109 criteria reviewed • 69 – adequate • 1 – inadequate • 39 – adequate, corrections needed • Respond to FEMA requests for additional information and revise state and local plans

  6. Challenges to Completing the RAIs for Open Items • Limited response time • Planning and conducting the Surry Power Station evaluated exercise on August 4, 2009 • Out-of-Sequence evaluated activities (week of June 15-18): • 6 Evacuation Assembly Center (EAC) drills • 1 Medical Services Drill

  7. The Results • In December 2009, FEMA determined that plans are adequate and there is Reasonable Assurance that the plans can be implemented with no corrections needed • While a challenge to complete, the review provided an opportunity to enhance state and local radiological plans and identified areas for improvement
