UN Forum on Business and Human RightsGeneva:December 4 – 5, 2012 Building Capcity to Apply Principles to Practice:Developing an agenda for comprehensive capacity building on Guilding Principles implementation By SuonBunsak, Executive Secretary Cambodian Human Rights Action Committee - CHRAC
General perception on the Guiding principles on Business and Human Rights (GPs) • A new development of human rights concept • Little to none knowledge about the GPs amongst of community, CSOs, Government, Businesses, Trade unions, Students/academics and media. • Lack or no making use of GPs • No or less knowledge on Corporate Social Responsibility (CSR) vs Business and Human Rights
Lack of awareness raising campaigns on GPs • No advocacy actions by especially affected communities and CSOs due to the lack of general knowledge on GPs • Failure to protect and respect for human rights by government and businesses due to their no or little knowledge on the GPs • No or less pressure exerted on government to give protection against human rights abuses and on Businesses to take responsibility to respect for human rights
Need and priorities: • Provision of capacity building on GPs, ASEAN regional human rights mechanisms and other international human rights standards to affected communities, CSOs, Government and Businesses and Trade unions, students/academics and media • Information dissemination on GPs general public • Supporting to advocacy network
What we do ? To promote the implementation of GPs, capacity building interventions on GPs will be done in three layers: • Community level • National level • Regional level
For community/local level • Community forum on GPs • Community dialogue on practices of GPs • Information dissemination (brochure, leaflet, poster, picture book, community radio, community media, radio and TV... ) • Provision of support to community advocacy network
For national level • Providing of training and workshop on GPs, ASEAN human rights mechanisms and other UN relevant human rights standards for various stakeholders such CSOs, Government officials, Businesses, Trade unions, students/academics and media. • Joint dialogues amongst of CSOs, Government officials, Businesses and Trade unions in order to have a common understanding on the contents and compliance of GPs • Making use of mass media for circulation of GPs
For regional level • Organizing of regional capacity building workshop for related stakeholders on GPs on business and human rights, ASEAN human rights mechanisms and other UN relevant human rights standards • Organizing of regional exchange programs • Creation of regional advocacy network
Important elements in GPs to be remembered and understood ! The three pillars of GPs: GPs State: protect Business: respect Remedy
