  1. 2008 Annual Report Justice Assistance October 7, 2008

  2. General Administration • Continued the Management Information System (MIS) upgrade in areas of hardware and software. • Completed the telephone system upgrade.

  3. General Administration (Cont.) • Reconfigured and upgraded office meeting and training space. • Launched www.justiceassistance.org • Continued to improve the organization’s development capabilities and successfully completed our first direct mail campaign.

  4. General Administration (Cont.) • Continued to provide technical assistance to develop the Rhode Island Victim Assistance Portal. • Continued to provide technical assistance in the design of a low cost, single unit Global Positioning System to track sex offenders.

  5. General Administration (Cont.) • Continued the National Institute of Health initiative to study the causes and treatment of domestic violence in collaboration with Brown University and Butler Hospital.

  6. General Administration (Cont.) • Continued representation on the State Justice Commission. • Continued representation on the Batterers’ Intervention Oversight Committee. • Continued representation on the Joint Legislative Commission to Study Sex Offender Legislation in Rhode Island.

  7. General Administration (Cont.) • 14% increase in domestic violence referrals. • 22% increase in restitution collection.

  8. Personnel • Increased wages for all professional and support staff for 5th consecutive year – surpassing our goal of raising wages to 85% of the comparable state positions. • Implemented in-house quality assurance and error-free evaluation process to employee wages.

  9. Fiscal • Increased private program income by 2%. The fourth consecutive increase. • Decreased current liabilities by 64%. • Completed our first direct mail annual fund campaign.

  10. Fiscal (Cont.) • 22% increase in service fee collection. • 14% increase in special event fundraising. • Decreased dependence upon government support by 11%, or 34% of the total operating budget.

  11. New Initiatives: GPS-ACTS • Worked collaboratively with Lighthouse Computer Services to develop an inter-operational, single unit, GPS Advanced Criminal Tracking System.

  12. GPS-ACTS (Cont.) • Enter into a agreement with Omnilink to manufacture the GPS device. • Entered into an agreement with Shanix to interface GPS-ACTS with CCTV security cameras.

  13. GPS-ACTS (Cont.) • Entered into negotiations with Science Applications International Corporation to expand business model beyond Rhode Island. • Congressman Patrick Kennedy announced a $200,000 ‘earmark’ grant to continue GPS-ACTS research and development.

  14. Program Status Summary • 6,793 clients received program services in fiscal year 2008. 1,813 were new court-based enrollments.

  15. Program Status Summary Restitution Collection • $157,959 in restitution was collected in fiscal year 2008. An average collection rate of $351 per client. • The restitution collection rate totaled 76%.

  16. Program Status Summary Community Service • 17,847 community service hours were completed in fiscal year 2008. An average of 31 hours per client. • The community service completion rate totaled 95%.

  17. Program Status Summary Domestic Violence • Domestic assault related offenses resulted in 659 referrals to specialized counseling.

  18. Program Status Summary Mental Health • 203 clients who committed controlled substance related offenses were referred to treatment. • 71 clients were referred to mental health counseling services.

  19. Program Status Summary Other • 950 clients were referred to other agencies for specialized services. • 106 clients were provided with escort services to court or parole hearings.

  20. Program Status SummaryOther Cont. • 503 clients were notified of their case status in fiscal year 2008. • 2,307 clients were provided with justice system orientation in fiscal year 2008.
