NEW IL EDUCATOR LICENSURE ACT • Public Act 097-0607 • Parts are immediately in effect, others in Feb 2012, others in July 2012, LOTS in July 2013 • Affects ALL CERTIFICATE HOLDERS – including substitutes and parapros
IN EFFECT IMMEDIATELY • Changes in Sub Certificates • Changes all current non-renewed certificates into LAPSED certificates • All holders of LAPSED certificates can NOT apply for Substitute Certificates
Substitute Teacher License • Changes to # of days substitutes can work in one district (no limit anymore) • Changes # of days in one assignment (i.e., for one teacher) - sub cert is 90 days, teaching cert is 120 days • CAN start the year with a sub in an emergency situation. Works for 30 days only, must tell ROE within the first 5 days
Lapsed Certificates/Licenses(Most Important Info of the Day!) • If your certificate is not fully registered by June 30th of your renewal you can NOT be in the classroom • Can no longer reinstate for a year to do your PD –you have until Dec 31st and then it is lapsed • Effective immediately • To reinstate lapsed certificate (6 mo after renewal date) you need 9 semester hours in current endorsement-areas ONLY
One More Substitute Point If an educator did not renew his/her certificate and is substituting using a Type 39, after July 2013 when they try to renew the substitute license, they will need 9 sem. hours to do so.

Feb 1, 2012Earning an Endorsement • You must have a C grade or higher on any coursework toward any educational certificate/license (P/F or C- courses will have to be repeated) • % of “upper level” coursework
Other Changes within the next year • July 2012 Master certificates can only be used to teach in areas where the teacher had a regular certificate or endorsement. • Sept 2012 – no new admissions to all current principal preparation and alternative preparation programs
Certificates into LicensesJULY 1, 2013 • Who? EVERYONE WITH A CERTIFICATE • What? Current IL certificates exchanged for IL Licenses • Why? Currently over 30 types of certificates • When? July 1, 2013 • How? All electronic on ECS • Initial Certificate System Abolished
NEW - 3 Types of Licenses • Professional Educator License • Educator with Stipulations License • Substitute Teacher License
Professional Educator License • Fully recognized by ISBE • Early Childhood, Elementary, Secondary, K-12 Specialist, General Administration, Pupil Personnel and others all in ECS (no paper) • GONE are Type 04, 03, 09, 10, 73, 75, 77, etc • All Endorsements on one license
03 Elementary w/ Lang. Arts Middle Sch. WILL BECOME Prof. Ed. License w/ Endorsements: K-9 self contained Lang. Arts – Middle Sch. 03 Elementary 75 General Admin WILL BECOME Prof. Ed. License w/ Endorsements: K – 9 self contained General Administrative Exchange Examples
Type 73 w/ School Psychologist WILL BECOME Prof. Ed. License w/ Endorsement: School Psychologist Type 10 w/ Special Education – LBSI WILL BECOME Prof. Ed. License w/ Endorsement Special Education LBSI Exchange Examples
Professional Educator (cont’d.) • Examine new license carefully (examine ECS for accuracy NOW) • Initial Certificate System will be eliminated • Renewal dates will transfer
Educator with Stipulations License For educators without “full” certification; have limitations: • Provisional • Alternative • Vocational • Bilingual • Others
Sept 1, 2014Type 75 Exchange • Must have 1 year experience using Type 75 to get the new Principal Endorsement • Your choice & request for the endorsement • If no: retain all Type 75 benefits • If yes: Principal Endorsement • No experience? – Wait for Admin. Rules – looking like test, program, or special admin academy
ECS • CHECK you ECS information on your Current Certificate NOW • Keep personal and professional information current, inc. email • Check renewal dates, test results, pending status • Log professional development • Submit Statement of Assurance (SOA)
Parapros – July 2013 • All current (and new) parapros will go on a renewal cycle • All new parapros will have to pass the Teacher Basic Skills Test (No more workkeys or ETS testing allowed) • All current parapros will have to pass the Teacher Basic Skills Test to renew their credential at the end of their cycle • All substitute parapros will have to follow these same guidelines
