Overall scope of the SC • The Underground Distribution Systems SC (UG SC) is responsible for the standardisation of high-voltage (HV), medium-voltage (MV) and low-voltage (LV) underground distribution (cable) system disciplines in Eskom Distribution. • The UG SC has also been given the mandate to manage NRS projects relating to underground distribution systems on behalf of the Electricity Supplier Liaisons Committee (ESLC).

  3. Overall scope of the SC • The general responsibility of the UG SC is to: • Develop terms of references and strategic plans relating to technology plan. • Provide input for the TESCOD technology plan relating to underground distribution systems (programme of work (PoW)), including. • Produce and maintain standards, specifications, TI’s and TB’s for LV, MV & HV underground distribution systems (Document management). • Eskom • NRS • Provide a specialist support service for the scheduled LAP projects (technical document preparation and technical adjudications). • Maintain Power Office design packages for LV, MV & HV power cable systems. • Provide guidance / assistance to the business on the implementation of standards and training.

  4. Overall scope of the SC • Ensure that all work carried out is in line with the key Eskom business drivers (primary motivation for projects). • Allocate resources to carry out PoW by establishing and managing workgroups / equipment care groups responsible for carrying out work (including appointing WG leaders, members, allocating necessary budgets, ensuring adequate representation and expertise, WG feedback forms are submitted). • Direct remedial procedures in cases of equipment problems / failures. • Where appropriate, respond to the emerging needs of the business. • Liaise with relevant internal (SCs) and external organizations (SABS, IEC) and committees. • Provide advice on related research projects by participating in the research programme. • Scan the technology, regulatory, legislative and business operations environments to identify developing technologies, risks for the business as well as opportunities for TESCOD. • Provide information for TESCOD MC, TC and IARC Business Operations Centre (BoC).

Deliverables completed in 2006/07 • The following standards and specifications were revised: • SCSASABK6 Revision 0, MV cabling in substations. • SCSASACN2 Revision 3, Distribution Standard Part 22: Cables Section 4: Inspection & Maintenance of high-voltage cable feeders. • SCSSCABC0 Revision 1 Free-standing metal-enclosed 11kV and 22kV RMU • SCSSCABJ0 Revision 0 1900/3300 V Cable for use on intermediate voltage single point supplies. • SCSSCAAI2 Revision 1 Specification for LV non-metallic glands (Buyers guide D-DT-3070). • DISPVACI8 Revision 0 Procedure for the testing of outdoor cable terminations at KIPTS • (DISASABA6 Revision 2 LV Services to small and large power users)

  6. Deliverables completed in 2006/07 • The following new TESCOD standardisation documents were produced: • TB for on site MV cable testing (preferred fault location methods)

Deliverables completed in 2006/07 • The following NRS standards were also revised/developed: • NRS 013 – MV cables • NRS 053 – MV cable accessories • NRS 012 – Cable terminations and live conductors within air-filled enclosures – MV • NRS 006 – RMUs • NRS 088-1 – Optical fibre underground cable

Deliverables completed in 2006/07 • The following LAP projects required input / were completed during the 2006/7 year: • MV Cable Accessories (Workgroup 2B) - completed • Ground mounted (GM) transformers - completed • MV Power Cable - completed • LV Power Cable - completed • Mini-subs (Workgroup 2A) • CT-VT metering units • LV Circuit Breakers – new LAP project raised. • LV Fuses – new LAP project raised. • LV Fuse-holders – new LAP project raised.

Deliverables completed in 2006/07 • Internal arc testing to IEC 62271-202 for RMUs (IAC A-B 20kA 0,5 s) - completed • Internal arc testing to IEC 62271-202 for mini-subs (IAC A-B 20kA 0,5 s) - delayed due to problems at SABS Netfa • Maintenance of PowerOffice packages for LV, MV and HV cable systems • Complete revision of SANS 10198-10/11 (jointing and terminating of MV cables) – StanSA TC 66 • Accreditation of MV cable jointing course provided by accessory suppliers (TANK complete, TIS-Energy April 2007) • Inclusion of tele-control (SCADA) primary plant requirements in RMU specification

Expected 2007/8 Deliverables • The following TESCOD standardisation documents will be revised: • SCSASACA1 REV 0 Distribution Standard Part 22: Cables Section 0: General Information and requirements for low-voltage cable systems. • DISASABL6 REV 3 Distribution Standard Part 22: Cables Section 0: General Information and requirements for medium-voltage cable systems, • DISASACB0 REV 1 Distribution Standard Part 22: Cables Section 0: General Information and requirements for high-voltage cable systems. • DISSCAAP3 REV 3 Accessories for medium-voltage power cables for systems with nominal voltages of 11kV to 33kV. • DISSCAAY1 REV 2 Ground-mounted oil-immersed power transformers up to 2MVA and 33kV with MV and LV cable boxes. Specification for a ground-mounted, low-voltage distribution kiosk. • DISSCABN0 REV 0 Specification for low-voltage, outdoor, pole-mounted or ground-mounted, 315 kVA Distribution kiosks.

  12. Expected 2007/8 Deliverables • The following new TESCOD standardisation documents will be produced: • TI for handling, transport, storage and installation of underground cables, • TI for the handling, transport and storage of mini-subs and RMUs. • The following NRS standards will be created / revised: • NRS 004 MV Miniature substations, • NRS 075 Mechanical torque shear connectors, • NRS 095 Pre-cast concrete plinths for cable connected equipment (new), • NRS 074-2: Low-voltage (600/1000 V) cable systems for underground electrical distribution Part 2: Installation guidelines (new)

  13. Expected 2007/8 Deliverables • The following LAP projects will be completed during the 2007/8 year: • Mini-subs (Workgroup 2A), • CT-VT metering units. • LV Fuses, LV Fuseholders, • MCBs and MCCBs, • LV Concentric Cable. • The following new LAP projects are proposed: • MV Ring Main Units

Expected 2007/8 Deliverables • Continuation of revision of SANS 10198-10/11 and thn other ciritcal parts • Development of COW assessment tools and criteria • Earth fault indicator (EFI) performance evaluation report • Benchmarking costs for LV, MV and HV underground cable and equipment installations • Interim progress report on USC aging testing (Research project) • Insulation co-ordination study report for cable connected equipment supplied from O/H lines. • Report on options and recommendations for the marking of cable for cable theft • Report on the findings and recommendations for oil-analysis based condition monitoring of in-service HV oil-filled cables
