  1. 2010 Objectives and Activities Network Council Meeting October 26, 2009 Jubilee USA Network

  2. #1 Priority Objective for 2010 Securing a commitment from the US government to lead a new international agreement deal on expanded debt cancellation. Obama administration will bring a proposal for expanded debt cancellation to the UN General Assembly meeting in New York as part of his plan to achieve the MDGs in September 2010. Jubilee USA Network

  3. #2 Priority Objective for 2010 Making Significant Progress Towards A Framework for Responsible Lending and Borrowing. Congress will make progress towards passage of legislation to restrict profiteering by Vulture Funds that prey on the poorest countries. In 2010, legislation to address this problem will pass in the Judiciary committee in the House and garner at least 5 co-sponsors in the Senate. Jubilee USA Network

Secondary Objectives for 2010 Goal 1: Odious/Unsustainable Debt • An official audit of odious/illegitimate debt.Jubilee Act legislation, passed in the House and Senate, will include a call for the US Government Accountability Office (GAO) to undertake an audit of odious debt. • Full US funding for its debt cancellation commitments. The President’s request for FY’10 and FY’11 for funding for existing debt relief commitments will be fulfilled by Congress. • Increased access to information on uses of funds released by debt cancellation. Jubilee USA will produce an updated primer on the impacts of debt relief. Jubilee USA Network

  5. Secondary Objectives for 2010 Goal 2: Towards Responsible Finance • An End to Harmful IFI Conditionality. Congress will include language requiring the US to advocate key reforms in IMF and World Bank conditionality policies in appropriations bills. • Increased Grants to Pay Back our Climate Debt to the South. The US will provide a significant contribution to finance adaptation commitments through a new Climate Fund via grants rather than new loans. • A Stronger Understanding of the Links Between Debt and Trade. Jubilee USA will produce a primer for consideration by its members highlighting the links between debt and trade. • Program Exploration: Other Resource Flows from South-North. Jubilee USA will join two coalitions focused on limiting capital flight from developing countries. Jubilee USA Network

  7. Major Upcoming Activities • 20,000 messages in support of the Jubilee Act to Congress by end of 2009 • Dec 2009: Movie nights/local organizing meetings • Feb 2010: Change Not Chains Week of Mobilization – local public vigils/in-district meetings/Call-in Day Jubilee USA Network

  8. Major Upcoming Activities • March 2010: Ecumenical Advocacy Days • April 2010: Jubilee Speaker Tour to key States • Collect paper chains made by activists around the country • Summer 2010: National Grassroots Conference and Creative Public Action Jubilee USA Network

Ways for Network Council to Support Change, Not Chains • Commit to send and return postcards on Jubilee Act • Send strategic e-blasts to membership • Include a link to the Campaign on website • Help identify and engage active members in our target states of MA, PA, IN, OK, and TN for chapter development, district meetings, and speaking tour events Jubilee USA Network

Ways for Network Council to Support Change, Not Chains • Designate grasstops leaders to attend district meetings in key states • Promote the Change, Not Chains Week of Action with grassroots membership • Promote and mobilize membership to attend Ecumenical Advocacy Days • Promote and mobilize membership for the summer training conference/creative action Jubilee USA Network

  11. Ways for Network Council to Support Stop the Vulture Culture • Join the Vulture Funds Working Group: Next meeting is: Wed, Nov 4 at 10 am in Methodist Building • Send strategic e-blasts to membership • Help garner co-sponsors for the Stop Vulture Funds Act Jubilee USA Network

Strengthening our Movement Build new Jubilee Chapters and Strengthen Existing Chapters so that they are: • Leadership Heavy • Sustainable for Change Not Chains and future campaigns • Engage New Jubilee Activists and Congregations • Provide a structure for Emerging Chapters Jubilee USA Network

  13. Roles for Jubilee Chapters • Jubilee Chapter Coordinator • Jubilee Congregations Outreach Coordinator • Jubilee Events Coordinator • Jubilee Political Liaison Jubilee USA Network

Goals for Jubilee Chapters • Chapter Coordinator(s) communicate regularly with Jubilee staff to carry out campaigns and events. • The leadership roles of Chapter Coordinator, Congregations Coordinator, Political Liaison, and Events Coordinator are fulfilled • Chapter members are designated to participates in monthly policy, grassroots, and congregations calls • Groups strive to meet monthly to engage members in the ongoing campaign for debt relief • Looks to extend their ties in the faith community by starting new Jubilee Congregations • Participates in education and advocacy meetings with their members of Congress Jubilee USA Network

  15. How Do We Get There • Movie nights/organizing house parties to identify potential leaders • Organize “doable” activities that engage each leader in their new roles • Jubilee staff will provide training in the areas of recruitment and engagement with community and political leaders • Chapter Pairing Programs • Regular feedback and support between national staff and local Jubilee Chapters Jubilee USA Network
