  1. Program Evaluation Plan Report Board of Education Meeting March 29, 2012 English as a second language

  2. Purpose of the Program • The purpose of the English as a Secondary Language program is to teach and advocate for English Learners so they can become successful within our community both socially and academically.

  3. Service Delivery Model • Utilizing the W-apt screening tool, identified ELL students are provided direct English language instruction in the areas of reading, speaking, listening and writing. • The elementary EL student receives 30 or 60 minutes of direct language instruction as well as IARS tiered support. Secondary students receive one or two class period equivalents of language instruction. ELL summer school is offered for grades K-6.

  4. Program Deployment Status • Services are well deployed, although deployment may vary in some areas or schools.

  5. Progress Toward Previous Program Goal GOAL: The program will meet federal compliance requirements. OBJECTIVE: Park Hill will annually meet 100% of all federal compliance requirements as measured by DESE self monitoring checklist. RESULTS: The annual self-monitoring report was 100% compliant.

  6. Progress Toward Previous Program Goal GOAL: Students in the ESL Program will obtain the English language proficiency they need to be academically successful in the regular classroom. Based on Missouri state Annual Measurement Achievement Objectives (AMAO) .

Progress Toward Previous Program Goal OBJECTIVE: Park Hill ELL students will meet the state Annual Measurement Achievement Objectives (AMAO) Goal #1 of having 25% of Park Hill ELL student’s progress in learning English. RESULTS: Park Hill cohort 1 had 41.14% of students score proficient or above on the ACCESS assessment.  Park Hill cohort 2 had 37.14% of students score proficient or above on the ACCESS assessment.  This met our goal of being at least 10% higher than the state percent proficient.

Progress Toward Previous Program Goal OBJECTIVE: Park Hill ELL students will meet the state Annual Measureable Achievement Objective (AMAO) Goal #2 of having 3.8% (cohort 1) and 5.7% (cohort 2) of students attaining English proficiency. RESULTS: Park Hill cohort 1 had a 6% growth rate of students score proficient or above on the ACCESS assessment.  Park Hill cohort 2 had 10.28% of students score proficient or above on the ACCESS assessment.  This met our goal of being at least 4% higher than the state percent proficient.   

  9. Progress Toward Previous Program Goal OBJECTIVE: Park Hill will meet the state Annual Measureable Achievement Objective (AMAO) Goal #3 of making AYP for the LEP subgroups. RESULTS: AYP for the LEP subgroups was not met for the 2011-12 school year. However, the trend of proficient students on MAP Communication Arts is improving from 26.3% in 2008-09, 36.73% in 2009-10 and 38.23% in 2010-11. In addition, Park Hill was one of 70 school districts in the state to not meet the subgroups group expected from the stated in 2010-2011.

  10. Progress Toward Previous Program Goal OBJECTIVE: At least 40% of Park Hill ELL students will score Proficient on the MAP Communication Arts test. RESULTS: The goal was not met at 38.23%. The trend of proficient students on MAP Communication Arts is improving from 26.3% in 2008-09, 36.73% in 2009-10 and 38.23% in 2010-11.

  11. Future Program Goals to be Evaluated • Park Hill will annually meet 100% of all federal compliance requirements as measured by DESE self monitoring checklist. • Students in the ESL Program will obtain the English language proficiency they need to be academically successful in the regular classroom.

  12. Plan for Evaluation Measurable Outcomes Data Collection Methods Annually meet 100% of all federal compliance requirements. Park Hill will meet the state Annual Measurement Achievement Objectives (AMAO) Goal #1 of having 28.9% (cohort 1) and 24% (cohort 2) of Park Hill ELL student’s progress in learning English.Park Hill will meet the state AMAO Goal #2 of having 4.8% (cohort 1) and 6.7% (cohort 2) of students attaining English proficiency.Park Hill will meet the state AMAO Goal #3 of making AYP for the LEP subgroups.At least 40% of Park Hill ELL students will score proficient on MAP Communication Art. • Assessments • Document reviews • Surveys and questionnaires • Interviews • Focus Groups • Case studies
