  2. 1. Statement of Problem • Concept of Inclusive education in Pakistan in relatively new • Employment of PWDs in vogue, but no mechanism for PWIDs • Little chance of development and integration in society • Graduate PWIDs not finding job suffer from depression

Background • No specific law in country for well-being of PWIDs • Existing Legal Framework • The Constitution of Pakistan • The Disabled Persons (Employment And Rehabilitation) Ordinance 1981 • The Disabled Persons (Employment And Rehabilitation) Rules, 1987 • The Disabled Persons (Employment And Rehabilitation) Amendment Act, 2012 • Convention on the Rights of Persons with Disabilities (CRPD) ratified by Pakistan on 5 July 2011

Disabled Population by Nature of Disability in Pakistan • Total PWDs 3.28 million with different types of disabilities including Blind, Deaf/Mute, Crippled, and Intellectual and Development disability • Out of the total population of PWDs, 460,128 (14%) have intellectual disability (Source: Population Census of Pakistan, 2017)

Situation Analysis Strength of society • Lahore is 30th largest city in world, 5th in South Asia, and 2nd in Pakistan • A lot of human and financial potential for supporting the inclusive education and employment of PWIDs • Peoples’ supportive behaviour towards welfare and charity • A large number of private sector organizations, such as hotel, restaurants, laundry shops, packing and assembling units, book shops, food processing units, hosiery and garment factories etc.

Situation Analysis Strength of PWD (PWID) field • Around 28 public and private sector organizations are working on the issues of Persons with Disabilities (PWDs) in Lahore city (JICA Country Report). • Society has started realizing the benefits and importance of inclusive education. • Government policies and program to support PWDs for education • 3% quota in jobs reserved for PWDs • A number of special education institutions

  7. Situation Analysis Opportunity • Among the already working public and private educational organizations, some are working on inclusive education • A large number of philanthropists/volunteers present in the area • Volunteers (students, businessman, philanthropists)

Situation Analysis Weakness of society • Presently no organization is directly working for employment of PWIDDs in Lahore • Low level of awareness among society about inclusive education and employment of PWDs, especially PWIDs Weakness of PWD (PWID) field • No employment mechanism in place for PWIDDs • Unwillingness of organizations to recruit PWIDDs • Lack of community understanding and inadequate support mechanism

  9. Situation Analysis Threat • Inadequate support for PWIDs to commute • Inadequate inclusive education • Lack of funding to support initiatives/tasks

  11. 3. Project Period: 3 Years4. Long Term Objectives (3 Years) 4.1. All PWIDDs without commutation and support system admitted to inclusive education system in the project area;4.2. Enabling 100 PWIDDs (having basic education with vocational skills) for employment (1st Year=20, 2nd Year=30, 3rd Year=50);4.3. Employment of 100 PWIDDs (1st Year=20, 2nd Year=30, 3rd Year=50)

  12. 5. Short Term Objectives (dream 7 months)5.1. 20 PWIDDs inducted in inclusive education;5.2. Enabling 20 PWIDDs (having basic education with vocational skills) for employment; and 5.3. Employment of 20 PWIDDs Note: For short term objectives graduates/pass outs from the Marghzar Welfare Society will be considered, while for long term objectives, any PWIDD from Lahore city will be considered.

Target Area: Mughalpura Lahore • Located 19 km from eastern Pakistan-India Border (Wagha) • Estimated that 1500 IDs/MR are living in this area Implementation partner: Marghzar Welfare Society • An NGO working since 2004 • Currently 258 PWDs including 40 PWIDs enrolled • Specialized Syllabus • Inclusive Education • Funding Sources include national and local agencies including PWTB, Levis, Alfalh Bank, Denum, Lahore City, and other philanthropists

  14. 7. Target Population: 100 PWIDDs for Inclusive Education 100 for Employment in Lahore

  15. Strategy/Activity 8.1. Enrollment of PWIDDs in Inclusive Education. Marghzar Welfare Society is ready to accept 20 PWIDs in their inclusive school. 8.2. Employment of 20 PWIDDs in Project Area

  16. 8.1. Enrollment of 20 PWIDs in inclusive education school, who do not have commutation, and not just attending school due to this reason. “ADOPT A VAN”

  17. 8.2 Employment of PWIDs in Project area: Enabling 20 PWIDDs (having basic education with vocational skills) for employment Employment of 20 PWIDDs
