  2. HMIP - Purpose • Companion to 1993 SNA Rev.1 • Provide guidelines for compiling capital measures (GFCF, CFC and capital services) of intellectual property products: • R&D • Software and databases • Mineral exploration and evaluation • Entertainment , literary or artistic originals

  3. HMIP – Background1993 SNA Rev. 1 • Inclusion of R&D output that meets the definition of the asset in the asset boundary. • Need to devise practical and effective means for its implementation • Changes in treatment of licences to use and reproduce will impact on software GFCF. • Change in treatment of databases

  4. HMIP – BackgroundOther changes • Changes to BPM categories could impact on measurement of international trade in intellectual products. • Changes to industry and commodity codes will also impact on measurement of flows. Particularly important for measuring supply of software.

  5. HMIP – How and When • Create OECD taskforce • Work in tandem with Eurostat TF • Complete (first edition of) Handbook before the end of 2008. • Further editions to follow if needed.

  6. HMIP - Who • OECD Secretariat takes editorial and publication responsibility • OECD takes responsibility for drafting text on software & databases and R&D • ABS drafting text for mineral exploration and evaluation. • Report of Eurostat TF on entertainment, literary and artistic originals, 2003 to be the starting point of the text on entertainment, etc. As yet no author.

HMIPP Progress to date • Canberra II meeting in May 2007 • First draft of software component, based on 2003 Software TF report. • Outline of R&D component • ABS paper on mineral exploration • WPNA meeting • Second draft of software component • First draft of R&D component • More detailed ABS paper on mineral exploration

  9. HMIPPStructure – cont. • Software and databases, R&D, Mineral exploration, Entertainment, etc. follow similar structure, but with specific guidelines.

  10. Software and database issues • Dealing with the impact of changes to the SNA, BPM categories and industry and commodity classifications • Refinements or amendments to TF recommendations based on experience since 2003

R&D issues • Transforming survey data conducted as per the Frascati Manual to compile estimates of R&D GFCF • Changes to the surveys to better meet SNA needs • Data from other sources: imports • Implementation of asset boundary in practice • Avoiding double counting with other asset types • Prices and volumes • Deriving pseudo output price indexes? • Capital stock, etc • Service lives
