  6. Reasons for Regulating Corporate Aviation • Public perception of safety. • Need for public records. • Security issues.

  9. Annex 6 Pt II Amendment 27 • Section 3 applicable to corporate aviation becomes effective 18 November. • States around the world are in various stages of implementation

  10. US Regulations • Corporate Aviation regulated under Part 91 – General Operating and Flight Rules; • Most corporate operations also governed by Part 91, Subpart F (Large Turbine powered multi engine aircraft). • Not ready yet for Annex 6 Pt II.

  11. Canadian Regulations • Corporate aviation generally regulated under CAR 604. • Only country requiring certification for corporate operations. • Annex 6 Pt II essentially completely implemented.

  12. European Discussion Paper • “It will be argued that there is no need to regulate Corporate Aviation – it is a non-commercial activity that has a good safety record.”(from JAA JOWG/WP-02/-4.6)

  13. European Proposed Regulation • EASA in process of finalizing rules for Corporate Aviation. • A-NPA issued in 2009. • Comment document due any day.

  14. European Proposed Regulation • EASA has rules for NCC that are based on Annex 6 Pt II Section 3. • Will require declaration. • Recognizes industry standards.

  15. British Overseas Territories • Developed OTARs that govern corporate aviation. • Meets Annex 6 Pt II SARPS. • Bermuda and Cayman Islands have implemented.
