  2. 401.07 Responsibilities of Aviation Agencies • MTPs: • Transportation Safety Board and Aviation Occurrences • Air Traffic Control Unit and Services • ATC Clearances and Instructions • Fight Plans and Itineraries

MTP: Transportation Safety Board and Aviation Occurrences • Aviation Safety Investigation: • Objective – to prevent recurrences. • Does not play the blame game • Transportation Safety Board: • Established under the Canadian Transportation Accident Investigation and Safety Board Act • Responsible for investigations of all occurrences in Canada • Canadian and non-Canadian registry • Team of investigators is on 24 hr standby

  4. MTP: Transportation Safety Board and Aviation Occurrences • Aviation Occurrence: • Any accident or incident associated with the operation of a/c • Any situation or condition that the Board has reasonable grounds to believe could, if left unattended, induce an accident or incident

MTP: Transportation Safety Board and Aviation Occurrences • Reportable Aviation Accident: • An accident resulting directly from the operation of an a/c, where: • A person sustains a serious injury or is killed • The a/c sustains damage or failure that adversely affects the structural strength or performance characteristics and that requires major repair or replacement • The a/c is missing or inaccessible

  6. MTP: Transportation Safety Board and Aviation Occurrences • Reportable Aviation Incident: • An aviation occurrence which is not considered an accident, but still affects or has the potential to affect the safety of the operation • Examples include…

MTP: Air Traffic Control Unit and Services • Air Traffic Control (ATC) Unit: • An area control centre established to provide ATC service to IFR and controlled VFR (CVFR) flights • A terminal control unit established to provide ATC service to IFR flights and CVFR flights operating within a control area • An airport control tower unit established to provide ATC service to airport traffic as the circumstances require

  8. MTP: Air Traffic Control Unit and Services • Air Traffic Control Service: • Services provided for the purpose of preventing collisions between • Aircraft • a/c and obstructions • a/c and vehicles on the maneuvering area • and expediting and maintaining an orderly flow of air traffic

  9. MTP: Air Traffic Control Unit and Services • Air Traffic Control Clearance: • Authorization by an ATC unit for an a/c to proceed within controlled airspace under specified conditions • Air Traffic Control Instruction: • A directive issued by an ATC unit for ATC purposes

MTP: Fight Plans and Itineraries • Flight Plan: • Filed with an ATC or FIC • Provides cross country route information as well as A/C specific details that would aid in search and rescue efforts • Search and rescue notified after 1 hour overdue • Flight Itinerary: • Less formal than the Flight Plan • Filed with a responsible person • Search and rescue notified after 24hrs overdue

  11. MTP: Fight Plans and Itineraries • CAR 602.76 Arrival Reports: • Contents of an arrival report for a flight plan or flight itinerary shall include: • type of flight plan or flight itinerary • the departure aerodrome • the arrival aerodrome • the date and time of arrival
