2. Purpose • The purpose of this presentation is to brief the Portfolio Committee on Correctional Services in respect of the current status of partnerships between DCS and non-governmental, faith-based and community-based organizations.

4. Introduction • The Department of Correctional Services (DCS) has partnerships as an important process in its quest for rehabilitation and reintegration of offenders. • DCS cannot achieve its objectives if it does not have healthy partnerships with stakeholders and community based organisations. • The importance of partnerships have been emphasised in Chapter 13 of the White Paper on Corrections of 2005. • DCS regulates its partnerships with Non-Governmental Organisations (NGOs) and Non-Profit Organisations through a Service Level Agreement (SLA). • DCS regulates its relationship with other government departments and tertiary institutions through a Memorandum of Understanding (MoU) or Memorandum of Agreement (MoA).

Current Status on Partnerships • Service Level Agreements: • The Department has developed a framework on Service Level Agreement for the purpose of: • Enhancing community participation; and • Formalising partnerships. • Community Corrections Officials in Gauteng, LMN, KZN and Free State & Northern Cape have been orientated on the content of Service Level Agreements, and the processes to be followed before signing can be concluded with the stakeholders. • Community Corrections Officials in Western Cape and Eastern Cape will be orientated by the end of 2011. • DCS has entered into partnership with various stakeholders and Non-Governmental Organisations.

6. Current Status on Partnerships (continued) • DCS also entered into a Service Level Agreement with Pillar to Post. Through this SLA both parties made an undertaking to jointly conduct crime prevention initiatives involving high school pupils. • Other SLAs are in the process of being finalised; for example, an SLA proposal was given to Dream Team Trust but has not yet been returned. • Most importantly is the partnership between the DCS, DPW and Working with Fire Association. The partnership was aimed at training parolees to learn to deal with bush fires. After training they were absorbed as permanent employees. On record five female employees who were on parole have been appointed permanently. Three parolees were appointed in the Western Cape and two in Mpumalanga Province.

Current Status on Partnerships (continued) • Memorandum of Understanding: (MoU) • A template MoU has been developed for the purpose of formalising relationships with other government departments. • During 2010 a partnership was entered into with the City of Johannesburg. The partnership involves training of parolees and offenders in different skills such as landscaping, library maintenance and general administration. Through this partnership 150 offenders were trained and 28 offenders were permanently employed in different fields. • An MoU has been entered into with the Department of Women, Children and People with Disability to build a house for people with disability in Struisbaai. The project was successful and the house is awaiting an official handover by the President.

Current Status on Partnerships (continued) • An MoU was signed with University of Pretoria and UNISA for the purpose of utilising their final year students in Criminology to do offender and community profiling for DCS. The project will be implemented next year. Similar MoUs were proposed to University of Limpopo, Tshwane University of Technology. • DCS has proposed an MoU to the Department of Human Settlement to utilise offender labour in special projects. The MoU will be finalised by the end of the year. • DCS is currently negotiating with Department of Cooperative Governance and Traditional Affairs. The aim of signing an MoU is for offender participation in the Cleaning Cities Project.

9. Current Status on Partnerships (continued) • Database of Stakeholders: • An integrated database of stakeholders is being developed in the interim. Once completed it will be distributed to all the Management Areas with the request that SLAs and / or MoUs to be pursued and signed with the relevant stakeholders. • Adopt a School: • DCS is participating in reparation and restitution projects by offender participation in Adopt a School projects.

10. Current Status on Partnerships (continued) • SKILLS DEVELOPMENT AND WORK OPPORTUNITIES: • 1. Creation of work opportunities and skills development of offenders whilst providing need- based educational skills and other developmental related programmes. • 2. Intensifying the social pact with external role players such as: • State Departments; • Provincial Departments; • Municipalities; • State Support bodies; • Welfare organizations; • Labour organizations; and • Business Against Crime.

Current Status on Partnerships (continued) • VICTIM EMPOWERMENT: • Victim Participation in Restorative Justice and in Parole Boards: • The Department has signed an MoU with the Organisation called Foundation of Victims of Crime (FoVoC) to enhance victim participation in Restorative Justice and Parole Boards. Part of the work of this organisation is to trace victims of crime for this purpose.

Current Status on Partnerships (continued) • CORRECTIONS PROGRAMMES: • Correctional Programmes rendered by external service providers are managed on Regional and Management Area level by Quality Assurance Committees. • A National Database on external service providers is available at Head Office and updated twice a year.

Current Status on Partnerships (continued) • CORRECTIONAL SENTENCE PLANS: • DCS is in partnership with the University of Pretoria and UNISA whereby post graduate criminology students participate voluntarily in assessing, profiling and compiling offenders’ correctional sentence plans. The academic staff conducts research in areas identified by the Department. The partnership started in 2011 academic year and will be rolled out to other regions. • The Department plans to enter into a similar agreement with University of Zululand, University of KwaZulu-Natal, and Monash University. It is envisaged that the project will begin in 2012 academic year.

Current Status on Partnerships (continued) • SPIRITUAL CARE: • The Department (Spiritual Care) is in partnership with the different churches / faith groups to appoint part-time spiritual workers to render Spiritual Care services and programmes to their member in the Correctional Centres. Currently there are 1,456 appointed spiritual workers. • Partnership with faith based organisations through Service Level Agreements in the rendering of programmes, like Prison Fellowship, Alpha, New Life Behaviour, Kairos and EEIII. • Partnerships in the development of Spiritual Care Programmes: Lotsha and Heartlines.

Current Status on Partnerships (continued) • Partnership with UNISA Practical Theology Department (PB Powell Bible School) in the training of spiritual workers, chaplains and caregivers – one year Correctional Ministry Course. • Partnership and liaison on Spiritual Care Policies and Guidelines: Muslim Prison Board, Safety and Security Christian Advisory Board, Hindu Temple, National Council on African Traditional Religion, Council for Rastafarians. • Together with Directorate Health Care Services in partnership with Hospice & Palliative Care in caring for HIV and AIDS persons.

Current Status on Partnerships (continued) • HEALTH CARE: • HIV and AIDS: • UNODC currently seeks to form a partnership with the DCS – objective of this project is to strengthen the existing Comprehensive Prevention, Treatment and Care of HIV in South African Prisons with specific reference to Drug Use and Injecting Drug Use (IDU), Sexually Transmitted Infections (STIs), Tuberculosis (TB) and Hepatitis B and C. • A draft proposal for UNODC funding was submitted and feedback is still awaited.

Current Status on Partnerships (continued) • Signed an MoU with Population Council on the 2011/09/02 (2 year contract from October 2011 – October 2013) to train Health Care Workers on Post Exposure Prophylaxis, orientate other DCS staff members on PEP and raise awareness of inmates. Work has commenced to determine baseline for training. • DCS is currently negotiating with International Training & Education Centre on HIV (ITECH). The aim of signing an MoU is for training of Health Care Workers as Master Trainers and Mentors in TB and HIV.

Current Status on Partnerships (continued) • PRODUCTION WORKSHOPS AND AGRICULTURE: • DCS Correctional Centre farms (those with beef cattle) are registered and participate in the Beef Performance Testing with ARC, for enhancement of production performance of beef cattle and monthly interaction is taking place regarding beef performance issues. • The different institutes of the ARC is involved in providing training to officials (artificial insemination), advice on the annual game culling totals, as well as information on specifications for agricultural machinery.

19. Current Status on Partnerships (continued) • All departmental dairies are participating in the Milk Entry Scheme and are providing information and milk samples on a monthly basis. In return information is received per e-reports, which include production, nutritional and milk health information. • Department of Agriculture, Forestry and Fisheries: provision of agriculture extension support to the Correctional Centre farms, where as the Veterinary Public Health Officials are monitoring the abattoirs to enhance compliance to legislation. In some Regions, Veterinary Services are also assisting with TB and CA testing. • Regions are also regularly participating in Stock Theft meetings with SAPS, as well as the formal and informal agriculture sectors. • There is also a working arrangement with the National Council of the SPCA who inspects the handling and care of animals within the different Correctional Centre farms.

Current Status on Partnerships (continued) • In some Regions the Department of Labour is also involved in assisting DCS in conducting OHS Audits in production workshops, agriculture sites, etc. • The Department o Public Works is involved via the Sub-Branch Facilities in the maintenance and repair of production workshops and agricultural infrastructures.

Current Status on Partnerships (continued) • FORMAL & BASIC EDUCATION: • Basic Education: • Curriculum Assessment Policy (CAPS) training started at identified Correctional Centres operating as fulltime schools within DCS through the help of the Department of Basic Education • Eastern Cape: Cradock and St Albans • Gauteng: Emthonjeni • The CAPS training is still in progress and will continue to include Educators allocated to all DCS fulltime schools. • Kha Ri Gude Mass Literacy Campaign: • DCS is participating in the Mass Literacy Campaign

Current Status on Partnerships (continued) • Appointment of Markers and Moderators: • DCS Educators are appointed as Markers and Moderators in the Provincial Departments of Education • Registration of fulltime schools: • The Provincial Departments of Education assist DCS with the registration of fulltime schools and issuing of EMIS numbers as proof of registration • Training of ECD Practitioners: • Provincial Departments of Education have assisted in the training of ECD Practitioners and the payment of their stipends at Johannesburg Female Correctional Centre (Gauteng) and Thohoyandou Female Correctional Centre (LMN)

Current Status on Partnerships (continued) • Higher Education and Training: • Registration of 97 AET Centres for provisioning of Adult Education and Training. • Training of Master Trainers for AET Level 2 Curriculum. • Deployment of AET Practitioners in some Correctional Centres: • Eastern Cape Region • KwaZulu-Natal: Durban Westville • LMN: Thohoyandou • Conducted a briefing session to DCS Managers on National Senior Certificate for Adults (NSCA) to be implemented in 2013.
