Climate Change Initiatives • Under its Climate Change policy, TPDDL is committed to introduce energy efficient and greener technologies and identification of the mitigation & offset opportunities in a cost effective manner. • Various Initiatives taken under Combat Climate Change :- • Formation of DSM & EE(Demand Side Management & Energy Efficiency) Cell in 2009 • Energy Club for school students • Tree Plantation • Use of Battery operated vehicles • Solar Power (Installed capacity: 1.272 MW) • E Bill to consumers • Water Harvesting

Bachat Lamp Yojana at TPDDL • TPDDL signed a tripartite agreement with BEE and C-Quest Capital- Malaysia (CQC-M) and a bilateral agreement with CQC-M to implement BLY scheme in NDPL area in June 2010. This was the first agreement to be signed after BEE’s Bachat Lamp Yojana Programme of Activities(PoA) was officially registered with UNFCCC on April 29, 2010.

  11. Project Details • TPDDL has a total consumer base of around 10 lakhs residential consumers. • Spread across 12 districts, TPDDL area has been divided into 5 CPAs. • It is expected that 21,93,589 CFLs will be distributed under the project, leading to 12, 45, 578 CERs over the period of 7.83 years

Status- Pilot Project • A pilot project was conducted in Sep 2010 (from Sep 2, 2010 to Sep 22, 2010), in Shalimar Bagh district to identify various ways for successful implementation of the scheme for all TPDDL residential consumers. • In the pilot project, 11 W and 18 W CFLs were distributed in exchange of 60 W and 100 W incandescent bulbs respectively. • Total 10,473 CFLs were distributed in 4186 households (number of 11 W and 18 W CFLs were 2866 and 7607 respectively), leading to a deemed savings of 764.21 kW. • Post pilot, CPAs were prepared & submitted to BEE. All 5 CPAs got registered with UNFCCC on August 30, 2011

Status- Full Scale Implementation • Full scale distribution was launched on Oct 18, 2011 by Hon’ble CM Sheila Dikshit in a press conference • Distribution of CFLs started on Oct 19, 2011 in 2 districts- Mangolpuri & Moti Nagar. • Distribution concluded in two districts on Jan 7, 2012. • Total 4,10,534 CFLs have been distributed to 1,25,216 households with an average of 3.3 CFLs per household, in the two districts. • Scheme has been launched in other two districts- Shalimar Bagh & Model Town from Jan 16, 2012.   14. Special support provided by TPDDL • Creating Awareness- Awareness is critical to ensure maximum participation. TPDDL used various means to create awareness among its consumers- Large scale launch of the project in a press conference • Press releases and media coverage in all leading newspapers & news channels in both English and Hindi languages • Designing of flyers & banners and support in distribution of flyers • Interaction with Resident Welfare Association members & information over phones during distribution in their areas • Using local announcement system/ Munadi • Coordination with local police & franchisee for distribution • Information through consumer newsletters and website

Special support provided by TPDDL • On field support & co-ordination- Providing support of TPDDL field staff or franchisee and security staff on field during distribution, especially for JJ Clusters. • Support from police / security personnel during distribution Letters sent to SHOs in local police station

  16. Learnings • Active Communication- Awareness plays a critical role in the success of the scheme. • Advance schedule for distribution needs to be framed to ensure advance intimation to consumers & arranging for required support on the field. • Maximum potential exist in JJ clusters- Distribution to start from JJ clusters • Active support from RWAs- To ensure smooth distribution & support from consumers • More coordination required between DISCOM & Implementer for successful implementation

  17. Issues • Out of 5 CPAs, one CPA completed & one CPA started, but target schedule for remaining 3 CPAs is uncertain. Left over 3 CPAs include 8 districts out of 12. Consumers from remaining 8 districts are enquiring about launch of scheme in their areas. • Advance planning for areas to be targeted is required for timely co-ordination & support on the field during implementation. In absence of advance schedule, it is not possible to provide necessary support on time.

  18. Way Forward • Timely implementation of the scheme in TPDDL area • Measurement & verification of the benefits achieved from the implementation of the scheme • Request from BEE to introduce more scheme like BLY for benefits of the consumers
