  2. Abstract Transitioning Veteran Education The definition of education can be somewhat convoluted. While some opportunities are labeled as educational, military leadership may argue they are not. Education may be seen as a benefit (not an entitlement), mission training, or as a means to achieve gainful employment related to skill enhancement. There also exist a wide variety of confusion about how best to achieve education outcomes for transitioning military within academic, training and the military. This roundtable will: 1) Propose education best practices for meeting the needs of transitioning military; 2) Identify those education/training programs that are succeeding in meeting the needs of transitioning military in terms of high quality and value added; 3) provide a broad range definition for education related to transitioning military opportunities and future employment Methods, Institutions and Resource Service Centers

Transitioning Strategies This roundtable will present transitioning strategies that: 1) Propose education best practices for meeting the needs of transitioning military 2) Identify those education/training programs that are succeeding in meeting the needs of transitioning military in terms of high quality and value added 3) Provide a broad range definition for education related to transitioning military opportunities and future employment Education is the most powerful weapon which you can use to change the world. Veteran Opportunity to Work(VOW) to Hire Heroes Act – The Driver • Improved the Transition Assistance Program • Authorizes DoD and Homeland Security to permit participation in apprenticeship or pre-apprenticeship programs for transitioning Service Members • Expands education & training opportunities • Translates military skills & training into civilian terminology • Provides tax credits for companies that hire Veterans

DoD Instruction 1322.29 Job Training, Employment Skills Training, Apprenticeship & Internships (JTEST-AI) • Authorizes self-initiated participation in transition education/skill training programs based on first field grade Commander approval • Participants are expected to be discharged or released from Active Duty within 180 days • Conditioned on the high probability of post-service employment at no or minimal cost to the Service member • Requires metrics of provider effectiveness • Builds on occupational skills acquired during military service, but not required to correlate to same DoDI 1322.29 was published on 24 Jan 2014. The Services will each issue their respective policies and procedures for implementation of the DoDI
