  15. Import Substitution • Import Substitution seeks to reduce money outflows from WNDD by creating economic development opportunities to fill the demands for goods and services by WNDD businesses and institutions

  16. Types of Import Substitution • GAPS are demands for goods and services by WNDD industries and institutions purchased outside the WNDD Area because they are not produced locally. These are called Non-Competitive Imports. • DISCONTECTS are demands for goods and services by WNDD industries and institutions purchased outside the WNDD Area but are produced locally. These are called Competitive Imports.
