Instructor qualifications – how are they are established?  Re-certification requirements? • NIMS/ICS training/instructors for tribes in Wisconsin is offered through Wisconsin Emergency Management (WEM) • Instructors should have formal instructor training or at least three years’ experience in delivering training. • Completion of ICS Train-the-Trainer (E-449). • Lead instructor served as Incident Commander, Command or General Staff in an incident that went beyond one operational period within the last five years • The Command and General Staff for Local/Tribal Incident Management Teams instructors must have IMT Management Experience. • Re-Certification for Instructors is not required, currently the majority of instructors are members of Wisconsin Incident Management Teams

  3. Within the State of Wisconsin training community there has not been a discussion on re-certification. WEM qualified instructors shall teach at least one course offered by WEM each calendar year. How often do you/should you ‘requalify’ in training – Should there be a standard in your community?  How does your community manage this question?

  4. What are the right number of exercises and training? • There is no right number, jurisdictions needed to look at risk and size to determine what is best for them. • Wisconsin tribes receiving EMPG are required to plan and conduct one exercise for the Plan of Work. • All personnel who receive EMPG funding are required to participate in no less than three exercises in the 12 month Plan of Work period.

  5. Instructors in the state are in agreement that classroom instruction is the most beneficial. Specifically ICS 100 and 200, it’s apparent in ICS 300 those who have taken 100/200 online or in the classroom. Funding dictates what is offered in the classroom. This requirement defeats the need for students to have a firm grasp on the principals and theory of ICS before they enter into 300/400. What delivery method is best for different subjects?  What are the available options?

Minimum training requirements, i.e., IS-100, 200, 700 and 800, ICS-300 and 400.  Should these courses be retaken periodically?  If yes, how often? • Should courses be retaken, our response is “no;” however, refresher training should be accomplished on a reoccurring basis. • Rural areas, which include tribes, have little opportunity to practice ICS above the 100/200 level. • Refresher training if its not a FEMA course is not funded. Jurisdictions on their own will not fund courses where they lose staff for 2 or more days. • Refresher training needs to be deliverable in 8 hours or less and needs to contain 100 thru 300 materials.
