  1. CONCEPT REQUIREMENTS IN : LICENSE / MEDICAL / CERTIFICATION / TRAINING / AIRWORTHINESS WILL INCREASE WITH : - SAFETY NEED (FOR PILOT / PAX / THIRD PARTY ON GROUND. - AIRSPACE , OPERATION - AIRCRAFT (MTOM,, COMPLEXITY)

  2. STEPS WILL NOT BE LINKED : • Example : • REQUIREMENTS FOR HEAVIER CLASS SOLO CAN BE SAME OR LESS THAN THE LIGHTEST CLASS WITH PAX. • MEDICAL REQUIREMENT CAN BE LINKED TO AGE AND PAX NUMBER RATHER THAN ACFT CATEGORY.

  3. ACFT • DON’T MAKE THOUSANDS OF EXISTING ACFT FLYING UNDER « GRANDFATHER’s RIGHT » JUST BECAUSE OF RULEMAKING. • CLEARLY DEFINE THE BASICS OF AN ACFT CLASS, SO EVERY ACFT WILL BE IN HIS « NATURAL » CATEGORY. CLEARLY DEFINE A CLASS :EMPTY WEIGHT, MTOW, Vso, max hp, EQUIPMENT (retractable gear, prop pitch, etc.) • EASY TRANSITION OF EXISTING ACFT INTO THE CATEGORY THE OWNER CHOOSES. (also for licenses)

Airspace : Non radio airspace / controled airspace / English ATC airspace Ops : Day VFR/ night VFR / IMC rating / IFR Answers to safety needs will go through increasing requirements in : License Training Maintenance Medical Equipment (nav, com, strobe light, BRS,etc) Language proficiency Radio LIMITATIONS (Vso, Vcruise, V max, fuel, hp, Empty weight, wing load,…)
