  2. FP7簡介 • FP計畫（Framework Programme）始自1984年。2007至2013年為FP計畫第七期，即FP7。 • FP7擬投入預算高達532億歐元，約為2兆4000億台幣。 • FP計畫希望強化歐盟的創新研發能力，提供會員國旗下產官學界研發經費及平台服務。 • FP7的短期目標為傳承FP6，建立「歐洲研究區域」；長程目標則欲發展歐洲成為以知識為本的經濟與社會體。 • 補助歐盟會員國及發展中國家(ICPC)研究經費（原則不補助台灣研究經費） 2

IDEAS – Frontier Research • Frontier research • Support to individual teams, to promote excellence through Europe-wide competition • Simplified grant mechanism Objective: This programme will enhance the dynamism, creativity and excellence of European research at the frontier of knowledge. This will be done by supporting “investigator driven” research projects carried out across all fields by individual teams in competition at the European level. Projects will be funded on the basis of proposals presented by researchers on subjects of their choice and evaluated on the sole criterion of excellence as judged by peer review. Evaluation The experts • Experts agree to terms and conditions of an “appointment letter” • Typically, an individual will review 6-8 proposals “remotely”…. • …then spend a couple of days in Brussels • Some will participate in “hearings” with the consortia • Travel and subsistence reimbursed • Plus €450(=NT$20000) honorarium per day • Experts sign confidentiality and conflict of interest declaration • Names published after the evaluations

  31. NCP簡介 • NCP （National Contact Point）國家聯絡據點，為歐盟會員國及其他第三國為參與FP計畫而設的各國在地聯絡組織。 • 目前歐盟各會員國有1262NCP，其他第三國有233NCP。 • NCP主要工作是提供該國產官學界人士有關FP計畫資訊，同時協助尋找可能之合作夥伴。 • 各國NCP的運作模式依國情不盡相同。 35
