3. An initial 29 item RCC Action Plan was announced in December 2011. We are now entering the final months of the initial Action Plan. In recent Canada Gazette and Federal Register consultations, PCO/OIRA received stakeholder submissions representing 160 organizations. Canada and the US are committed to another phase of work and PCO/OIRA are considering input received with Departments. Canada and the US will develop an outline of a forward plan for regulatory cooperation by the Spring, building on progress to date and lessons learned through the implementation of the initial Action Plan. Both governments plan to engage stakeholders in the development of the next phase of work. RCC – The Way Forward

Overview of the initiative • The initiative set out in the RCC Joint Action Plan: • “Refine and enhance the existing Air Quality Committee (under the U.S.-Canada Air Quality Agreement) work plan with regard to information sharing, technical work sharing, scientific collaboration and testing related to completed emission regulations for light-duty vehicles, which have been bilaterally coordinated.” • The joint action plan also identifies the opportunity to work towards better synchronizing the implementation of regulations.

Progress update Progress update • EC has published proposed regulatory amendments to address incompatibilities in GHG reporting for LDVs relative to the U.S. • EC-EPA have conducted several rounds of emission correlation testing of light-duty vehicles, to promote measurement accuracy for emission compliance testing. • EC-EPA have completed the sharing of compliance verification and in-use surveillance test results for 2011-12 to enhance program coordination and effectiveness. • EC-EPA have convened meetings to identify potential regulatory cooperation initiatives and reported to the Canada-U.S. Air Quality Committee at its annual meetings in 2012 and 2013. • EC-EPA have held regular conference calls with automotive industry organizations to provide an update on work plan implementation.

6. Next steps: Completing the Work Plan • EC will finalize regulatory amendments to address incompatibilities in its GHG reporting requirements. • EC will continue work to explore opportunities to improve the synchronization of the implementation of emission regulations, such as: • potential Canadian legislative changes that could facilitate more timely alignment of Canada/U.S. regulations; • potential streamlining of Canadian regulatory processes associated with aligned regulations.

7. On-going alignment work • Canada and the U.S. will continue to work closely on harmonized regulatory programs for light-duty vehicle emissions pursuant to: • the collaborative framework established under the Canada-U.S. Air Quality Agreement (AQA) • the broad policy objectives of the RCC. • The AQA has provided an effective mechanism for on-going collaboration that has resulted in: • aligned air pollutant emission regulations for a broad range of on-road and off-road vehicles an engines • aligned GHG emission regulations for on-road light-duty and heavy-duty vehicles and engines • coordinated efforts on vehicle and engine compliance and outreach • joint technical work to support regulatory initiatives. • Continue engaging automotive stakeholders on regulatory alignment issues through existing mechanisms.
