  1. Hilltop House Revitalization A proposal for Facilitation Services to Achieve Consensus on Project Design, Process & Implementation Presented to Mayor, Town Council & Leaders by Matt Ward, The Ferguson Group May 27, 2009

Historic Opportunity for Harpers Ferry • Host premier tourism destination • Facilitate $75 million investment that could produce 220 jobs, 70,000 annual visitors, and hundreds of thousands in tax revenue • Restore rundown complex with historically accurate, environmentally advanced, beautiful new facilities

  3. Potential Challenges & Issues • Citizen input & consensus • Design that is sensitive to historical, cultural, footprint, and viewshed issues • Short-term demolition & construction impacts • Public citizen access to grounds & overlook • Transportation access, parking, paper streets • Lighting/night sky • Impacts on water, sewer, roads, police • Approval process issues (including fees & costs) • Zoning tools • Performance bonding & assurances • Future tax revenues – uses, limitations • Coordination of consultants • Commitments regarding other stakeholders (e.g., NPS, trains) & future grants

Proposed Facilitation Process • Agree on facilitation process with SWaN Investors (including advance payment of development fees to support up-front Town process costs) • Gather additional information • Ask for clarifications and additional information from SWaN Investors • Written inquiries regarding issues raised in SWaN’s proposed “Hilltop Agreement” document • Obtain public input & build citizen consensus – to support Hilltop revitalization & identify key concerns • Support official public hearing • Conduct discussions with key stakeholder groups • Hold facilitated citizen input & consensus-building forum – designed to narrow and resolve issues • Facilitate interaction with developer project managers • Clearly identify remaining areas of consensus, areas of concern, community interests (on both substance & process for Hilltop) • Written recommendations for Town decision-making • Support Negotiations & Consensus-Building with SWaN Investors • Help Confirm Process for Approval • Town procedural process (including potential ordinance changes) • Development fees (including potential advance) & development proffers • Zoning tools & approvals (including re-zoning and/or overlay zoning) • Coordination of Technical Consultants • Help identify, seek, hire & coordinate needed and qualified consultants • Fiscal impact analyst, traffic analyst, others
