  6. Noise is STILL the biggest impediment to increasing airport capacity: ACI-NA Survey- 62% of airports find noise a serious problem ACI-NA Survey - 77% of airports in favor of early retirement of noisiest aircraft GAO report - 50 largest airports say noise is biggest concern

  9. Airport expectations in 1990 • Hushkits would be used to comply with Stage 3 - mainly by cargo carriers • Higher fuel prices would drive replacement of older aircraft • DC9, 727 & classic 737 would largely be replaced in passenger service

  10. Reality in 2000 • Real jet fuel prices declined • Approximately 1100 relatively noisy aircraft remain in fleet • Noise problem continues to hamper airport capacity development • Problem cannot be solved only by adding quiet airplanes - Must retire noisier airplanes

  11. Benefit of Replacing Noisiest Stage 3 Aircraft

  12. ACI-NA Supported Two New Initiatives at CAEP • Adopt new Stage 4 standard that is 14 dB quieter than Stage • Cumulative reduction at departure, arrival and sideline measuring points • Restrict operations of noisy aircraft • within 5dB of Stage 3

  13. CAEP-5: too little, too late • Weak new certification standard • (-10dB) • 2006 effective date • Support for “Balanced Program” • Failed to agree on retirement of noisiest aircraft • Need further work on framework for local noise restrictions

Next Steps in CAEP Process • CAEP Colloquium on Environmental Aspects of Aviation • April 9 & 10 in Montreal • To familiarize States with the work and outcome of CAEP/5 • Prepare States for an extensive discussion in the ICAO Assembly in September 2001 • ICAO Council meeting • Sept 25 - Oct 5 in Montreal

  16. Part 161: Airport Expectations • In return for phase-out of Stage 2 fleet • Limited restrictions on Stage 2 would be permitted, after extensive justification. • No restrictions on Stage 3 would be approved.

  17. Part 161 Status • No current applications for Stage 3 restrictions • PSM & BUR conducting studies. • SFO... Withdrawn. • 5 applications for Stage 2 restrictions • MSP...3 applications, 2 withdrawn, 1 adopted as contingency. • Flying Cloud... Withdrawn. • Naples... adopted, FAA enforcement action, grant assurances.

Next Steps for ACI • Participate in CAEP Colloquium • Work with Europeans to introduce restriction resolution directly to Council • Press for ICAO recommendation that individual airport restriction of aircraft within -5 dB is appropriate within context of “Balanced Approach”… NOT Part 161 process.
