  4. International local bus line is viable when cabotage operation is permitted • There are many legal obstacles regarding national and EU legislation

  5. EU Legislation No 1 • Regulation (EC) No 1073/2009 of the European Parliament and of the Council of 21 October 2009 on common rules for access to the international market for coach and bus services

EU Legislation No 2 • Regulation 1073 • Article 15: Cabotage operations shall be authorised for the following services: • (c) regular services, performed by a carrier not resident in the host Member State in the course of a regular international service in accordance with this Regulationwith the exception of transport services meeting the needs of an urban centre or conurbation, or transport needs between it and the surrounding areas.

  7. EU Legislation No 3 • Article 25 • Agreements between Member States • 1. Member Statesmay conclude bilateral and multilateral agreements on the further liberalisationof the services covered by this Regulation, in particular as regards the authorisation system and the simplification or abolition of control documents,especially in border regions. 2. Member States shall inform the Commission of any agreements concluded under paragraph 1. • Strong cooperation among competent authorities in both countries is needed.

  14. Future activities?? • Innovative ideas • Joint activities of competent Slovenian and Italian authorities are needed • European policy?
