  2. Introduction RAST Resolution 10/8 on measurement uncertainty in three areas: Radio equipment testing; Terminal equipment testing; Transmission equipment testing.

  3. Standards • Quality of standards • Test methods should be precise and unambiguous • Methods should be based on agreed international, regional or national standards • Fall back position internally developed test methods • All test methods are to be validated • Estimation of measurement uncertainty for each measurement result

  4. Radio Equipment Testing ETSI operational co-ordination group (OCG), centre of contact for all telecommunication technologies; ETSI task group on measurement uncertainty OCG/ERM task group 33; Technical content and approval of deliverables under ETSI TC-ERM; Formation of specialist task force (STF) 241.

  5. STF 241 Phase 1 Extension of frequency range for measurement methods above 1 GHz (EMC and radio testing); Evaluation of “shared risk” approach;

  6. STF 241 Phase 1 Prepare a Technical Report to provide guidance on application of “shared risk”; Determine practical maximum allowable measurement uncertainty for inclusion in ETSI specifications.

  7. STF 241 Phase 1 Recommendations Maximum practical frequency 40 GHz; Uncertainty of measurement nominally 6db; Use of fully lined anechoic chambers to be evaluated;

  8. STF 241 Phase 1 Recommendations Evaluation of radiated test methods; Evaluation of compliance using shared risk within maximum measurement uncertainty; Evaluation of compliance using shared risk when maximum measurement uncertainty is exceeded.

  9. STF 241 Phase 2 Inclusion of conducted measurements; Inclusion of safety testing measurement uncertainty; Evaluation of radiated and conducted radio test methods; Technical review of emerging test methods.

  10. STF 259 Phase 1 and 2 • Continuation STF on test methods and measurement uncertainty • Practical accuracy of measurements above 40 GHz • Review of future work in other ETSI testing disciplines • Evaluation of automated test methods and systems
