This assessment examines the safety implications of driving on hard shoulders in Thailand, conducted by Perot Louw and Marion Sinclair from Stellenbosch University. Through 18 hours of traffic observation, surveys of drivers, pedestrians, and cyclists, and crash analysis on selected routes (R302, R304), the study identifies a high incidence of risky events and the participation of various road users. It highlights the vulnerability of pedestrians and suggests an urgent need for clearer legislation and further research to enhance road safety.

DRIVING ON THE HARD SHOULDER – A safety assessment Perot Louw and Marion Sinclair Stellenbosch University
Methodology • Traffic observation on selected routes (18 hours) • Surveys of drivers (101), pedestrians (199) and cyclists (30) • Crash analysis of selected routes
Site selection R302, Malmesbury direction
Conclusions • Observations showed high levels of risky events • High numbers of competing and incompatible road users using hard shoulders • Pedestrians particularly vulnerable • Crash data does not allow for a rigorous crash analysis • Clear lack of certainly among drivers about what the legislation permits. • More research essential.
