  1. The 4th International Seville Conference onFuture-Oriented Technology Analysis (FTA)12 & 13 May 2011 Current and Future State of Universities Mini-scenarios for Internationalisation and Collaboration of European Universities 1Karel Haegeman, 1Susana Elena Perez, 1Ana Fernandez Zubieta, 2Ozcan Saritas 1JRC-IPTS, 2PREST/MIoIR

  2. Current and Future State of Universities The future of universities in the news 15 April 2011 BARROSO:“Universities can play a key role in escaping the crisis.” “We must get the humanities out into the real world and get reality into the humanities.” 21 March 2011 CHARTLOTTE SAHL-MADSEN Minister for science - Denmark 7 May 2011 PARIS & DIJON DECLARATION “…commits universities attending this Summit to the following actions:Networks and cooperation, International mobility, Virtual networks and distance cooperation.”

  3. Current and Future State of Universities Turbulent times for universities High demands for the future to address challenges - 2006 Modernisation Agenda - Central role for universities in the Europe 2020 strategy - 2011 Modernisation Agenda (Autumn) Surprisingly, few cases of universities looking systematically at the future - Elena et al. (2011): benefits of prospective strategic management - Curaj et al (2010): foresight to understand alternative futures - Trends reports (EUA): stocktaking of modernisation - Other: STRATA-ETAN (2002), GUNI (2008), CHEMA (2006), EIU (2008)

  4. Current and Future State of Universities Better understanding the role of universities in the innovation system 4 questions - 1. How do universities see their future themselves? - 2. Do they want to be oriented towards societal challenges? - 3. Are their views on the future influenced by their present situation? - 4. Which actions do they think universities should take with regards to these possible futures?

  5. Current and Future State of Universities Data sources Data from the European Observatory of Research-Active Universities1 (200) Online survey among senior university managers2of this Observatory (144) Online survey among European university researchers1 1Data collected in the context of a collaboration between JRC-IPTS and DG RTD 2Data collected in the context of the project ´Quality and Leadership for Romanian Higher Education´.

  6. Current and Future State of Universities 1. How do universities see their future themselves? 6 scenarios - Senior university managers´ and researchers´ assessment of issues shaping the future of universities in Europe - Two criteria using a scale from 1 to 7 (1 very low and 7 very high) - Probability by 2025 - Relevance for European universities to act today - In addition, respondents describe mini-scenarios for universities in 2025 in relation to the knowledge triangle - From these data 6 alternative scenarios were derived. - Two are explained below: ´The Global University´, & ´The Collaborating University?´

  7. Current and Future State of Universities 1. How do universities see their future themselves? Scenario 1 – The Global University – The likely scenario

  8. Current and Future State of Universities 1. How do universities see their future themselves? Scenario 1 – The Global University – The likely scenario Possible elements

  9. Current and Future State of Universities 1. How do universities see their future themselves? Scenario 2 – The Collaborative University? – The debated scenario

  10. Current and Future State of Universities 1. How do universities see their future themselves? Scenario 2 – The Collaborating University? – The debated scenario Possible elements

  11. Current and Future State of Universities 2. Do universities want to be oriented towards societal challenges? The seven flagships of Europe 2020

  12. Current and Future State of Universities 2. Do universities want to be oriented towards societal challenges? Societal challenges in European universities and Europe 20201 1Views of senior university managers of research-intensive universities in Europe and beyond

  13. Current and Future State of Universities 2. Do universities want to be oriented towards societal challenges? Societal challenges in European universities and Europe 2020

  14. Current and Future State of Universities 3. Are views on the future in universities influenced by their present situation? • Typologies of views based on attributes of the present • Look for attributes of the present that might influence on views on the future • Two attributes tested for researchers: • One related to third mission: collaboration university - industry • One related to internationalisation: mobility of researchers

  15. Current and Future State of Universities C1 all C3 all C3 No collaboration 3. Are views on the future in universities influenced by their present situation? Collaboration University – Industry tested for ´The Collaborating University?´

  16. Current and Future State of Universities A1 all A1 no collaboration 3. Are views on the future in universities influenced by their present situation? Collaboration University – Industry tested for ´The Global University´

  17. Current and Future State of Universities 3. Are views on the future in universities influenced by their present situation? Mobility tested for ´The Global University´

  18. Current and Future State of Universities 3. Are views on the future in universities influenced by their present situation? Mobility tested for ´The Collaborating University?´

  19. Current and Future State of Universities Typologies of views? Many elements suggest the existence of typologies of views on third mission What other typologies of view exist in universities? Does this indicate some path dependence towards the current situation? Wider application of foresight at universities could be a way of escaping from this path dependence See blueprint for Organising Foresight in Universities (Curaj et al., 2010) Which other actions could universities take?

  20. Current and Future State of Universities 4. Which actions do university manager think their universities should take? Which policies for which future issues

  21. Current and Future State of Universities Thank you
