Western States Contracting Alliance WSCA Police Radar, Lidar Parts and Equipment Pre-procurement • Previous Washington Contract was reviewed • Market conditions were assessed • Police agencies were polled regarding radar/lidar use and • about standardization of equipment in the fleet • Sourcing Team held several teleconferences to discuss the • findings • Draft IFB was released to all 50 states • 16 Intent to Participate forms were received

Western States Contracting Alliance WSCA Police Radar, Lidar Parts and Equipment Participating States • The following States have indicated their Intent to Participate in this contract and provided their estimated first term purchases. • Alaska $200,000 Montana $ 75,000 • Arizona Not Provided Nevada $150,000 • Colorado Not Provided New Mexico $500,000 • Delaware $200,000 North Dakota $ 50,000 • Hawaii Not Provided Oklahoma $320,000 • Idaho $100,000 Utah $100,000 • Louisiana Not Provided Vermont $100,000 • Minnesota $200,000 Washington $675,000 • If your state did not sign an Intent to Participate, you can still use the contract by executing a Participating Addendum with one or more of the contract vendors.

Western States Contracting Alliance WSCA Police Radar, Lidar Parts and Equipment Who can use this contract? • All 50 States, District of Columbia and U.S. Territories • Any entity that is eligible to use a state contract with the • approval of the state’s Chief Procurement Officer • Each Participating entity must execute Participating • Addendum with selected vendor(s)

Western States Contracting Alliance WSCA Police Radar, Lidar Parts and Equipment Participating addendum • Through the Participating Addendum states may: • Select vendors • Include their own State Administrative Fee • Include State specific Terms and Conditions • Identify options for that State or that State’s Political Subdivisions • Request State specific reporting requirements

Western States Contracting Alliance WSCA Police Radar, Lidar Parts and Equipment Who is eligible? • In all cases the State Chief Procurement Officer will have the final say on • who can and cannot participate within a given state • The WSCA/NASPO Cooperative Development Team (WNCDT) will work • with State Chief Procurement Officers directly to facilitate the process • All 50 states, DC and Puerto Rico have executed the NASPO Cooperative • MOA and are eligible to use any WSCA/NASPO cooperative contract

Western States Contracting Alliance WSCA Police Radar, Lidar Parts and Equipment Participation levels • Participation at different levels: • State signs a Participating Addendum (PA) for entire state and its • cooperative purchasing entities • Allows for every eligible entity in the state to utilize. • 2. State signs a PA only for non state entities. • Allows for every eligible entity that is not a State Agency to utilize. • 3. State does not sign a PA • Every political subdivision within that state must be approved by the • State Chief Procurement Official. ( Either Individually or by Entity)

  18. Western States Contracting Alliance WSCA Police Radar, Lidar Parts and Equipment Participating Process for a state interested in participating How do we get signed up? Download the model Participating Addendum from the website, complete the PA, including ANY additional terms and conditions, etc., and share it as a DRAFT with the contractor (on the model PA). Once you have both agreed on the final language, you (the state) should prepare the final form and send it to the contractor for signature. They should send it back to you (the state) for your signature. WNCDT will annotate on participating addendum state authorization, create a PDF file.

Western States Contracting Alliance WSCA Police Radar, Lidar Parts and Equipment Participating Process for a state interested in participating (cont.) • WNCDT will forward copies of the PDF file to entity, contract providers point of contact of the entity. • [The process can be done with PDF files, if you need physical signatures, we suggest having them follow along, using the dates on the PDF to keep things moving.] • Steps 3 and 4 will be completed by the WSCA/NASPO Cooperative Development Team (Kate and Paul) promptly

Western States Contracting Alliance WSCA Police Radar, Lidar Parts and Equipment Participating Process • How do we get other eligible entities signed up? • Email request from entity, or contract providers, but must contain the following details: Entity’s contract individual’s name, full name of entity, phone number, email address, physical address • 2. WNCDT emails state director and requests authorization for participation • 3. WNCDT emails both contractor and entity with authorization to • proceed to complete the participating addendum • Entity completes contractors draft participating addendum ( from the WNCDT), negotiates, signs, and forwards to contract providers point of contact . (scanning signed documents if permitted by the entity

Western States Contracting Alliance WSCA Police Radar, Lidar Parts and Equipment Then what? • Participating Addenda will be posted on NASPO and WSCA websites • This is done to provide easy, direct access for your agencies, political subdivisions and other entities eligible to participate under your authority
