UPDATED MAIN POLICIES • Issued document of the XI congress of Party • 9 MD/10 thousand capita in 2020 • Completed organization structure and reinforce health facilities in grassroot level • Strengthen capacity of CHC. In 2020, 100% CHC have doctors. • Reinforce training and strengthen professional capacity, ethical, responsibility for health professionals • 5 year health plan on caring and protecting people’s health: • Give priority in investment and upgrading health training facilities. • Continue implementing projects on special training methods (special recruitment, training by address) • Develop and implement “develop high quality health professionals” project • Continue implementing project 1816 • Enhance the effective retaining of HRH

UPDATED MAIN POLICIES • Develop draft of Human resource development long-term program • Circula 06/2010/TTLT-BYT-BNV-BTC to give direction on decree 64/2009 • Functions and tasks of village health workers • Early of 2011: • Personel norm for Center of Population – Family planning • Professional requirements, functions, tasks for some health professional positions.

Performance the planned task(1) • To reduce the imbalance in HR • Support students, learners from difficulty areas  need to evaluate the results • Step by step to build up a health workforce that is enough in quantity and quality, balance in structure and distribution, can meet the development of health sector • Continue implementing projects on special training methods (special recruitment, training by address) • Continue implementing project 1816 • Strengthen postgraduate training

  5. Performance the planned task(2) • To reduce the imbalance in HR (cont) • Review the need of appropriate health workforce for mountainous and minor ethnic areas. Pilot use the community health center without doctor  Carry out study on CHC without doctor, and on how to use health workforce in difficulty areas • In 2015, 80% CHC have doctor; over 95% communes have midwife or pediatrict and obstetrict assistant doctor (current: 67% CHC have doctor, 95.7% communes have midwife or P/O assistant doctor ) • Train villege health workers according to MoH program, 90% villeges have VHW (current: 97%) • Train preventive medicine staffs, especially for district level

Performance the planned task(3) • To reduce the imbalance in HR (cont) • Increase retraining budget for preventive medicine facilities, grassroot level facilities, to ensure to have replaced staffs for those who attend training courses • Evaluate the combination of different health staffs to provide effective health services in different levels  Carry out studies on team working in clinical and preventive medicine facilities and use as the evidences for developing personel norm

Performance the planned task(4) • Strengthen training quality and ensure the quality service of health staffs • Improve capacity of teachers • Innovate the curriculum and teaching/learning methods • Invest the teaching aid equipment, increase the practice in training • Develop the criteria on necessary capacity for each type of health professionals, standardize the outcome of training program. • Enhance the professional quality, ethic and responsibility of health workforce • Provide licence for health professionals

Performance the planned task(5) • Strengthen training quality and ensure the quality service of health staffs (cont) • Develop and implement “develop high quality health professionals” project • Regularly implementation of accreditation in health science schools • Start developing and ratify the update knowledge training course (short time) for clinical staffs and managers • Develop the regulation to ensure clinical staffs will follow the requirements in Examination and Treatment Law  Develop the circular, decree

Performance the planned task(6) • Strengthen training quality and ensure the quality service of health staffs (cont) • Provide short and long training programs to strenthen capacity for health managers • To extend training program to provide more opportunities on practicing, especially in rural, mountain areas. • Evaluate how a health professional maintains his/her skills by post-graduate supervision and assessment • Enhance training for laboratory and image diagnosis staffs on how to use equipment

Performance the planned task(7) • Increasing the effective of retaining health HR • Complete Human resource development long-term program • Improve information system related to HHR • Develop concrete plan to solve problem of imbalance of HHR • Develop and implement management system and working quality improvement system of health staffs • Evaluate the performance of health staffs, Payment according to working results

  11. Performance the planned task(8) • Increasing the effective of retaining health HR (cont) • Enhance the retaining of HHR. Review and propose policy, solution to ensure the appropriate treat for health staffs, especially in difficulty areas  Regularly monitoring the implementation and evaluating the effective of current HR policies, regulations.
