  2. 2.0 Elaboration on educational issue2.1 Background SMK Belaga is one of the half boarding secondary school which is located in Belaga town, Sarawak. It is band 3 ranking school The number of students in this school is <800. According to school-parents relationship theory, this school practise separate influence model. There is no close relationship between parents and school. Parents perception is anything related to their children education is the full responsible of the teachers.

  3. Continue.... 70% of the students stay in the school hostel Parents visit only once in a year during PTA meeting. Population of parent : 70% farmer & fisherman, 20% government servant, 10% businessman The interaction between community and school is also weak.

  4. 2.2 Policy issue In Malaysian Education Blueprint (2013-2025), shift 9 stated partner with parents, community and private sector at scale. The priority is to shift from “school learning” to “system learning” by engaging parents, community as well as the private and social sectors as partners in supporting student learning. Actually, we are trying to apply this policy in SMK Belaga, Sarawak.

  5. 3.0 Why issue needs to addressed MOE has drafted this issue in the latest blueprint. So, every school is moving towards implementing a policy regarding this issue. At the same time, the relationship between school, parents and community in SMK Belaga, Sarawak quite weak. The school is looking for a network with community that contribute expertise to the school development To create a learning ecosystem that reinforces the knowledge, skills, and value to the students.

  6. 4.0 Detail of proposed plan 4.1 Introduction Instead of waiting for parents to come to school, we are trying to make a policy for school to go out and reach parents and community 4.2 Plan and Programme 4.2.1 Parents home visiting 4.2.2 Community service 4.2.3 Agency collaboration

  7. 4.2.1 Parents home visiting The teachers must make first move to reach parents by visiting them at home The class teacher and the assistant teachers must make a compulsory visit to every students home in their class at least once a year. Then, prepare a report for every visit The purpose of this activity is to ensure teachers well know about students’ family and their living conditions.

  8. 4.2.2 Community service Community service must be one of the compulsory activity in school calendar (takwimsekolah) All teachers have to involve themselves in community service twice a year (6 months once) The purpose of this activity is to ensure the teachers build up a good relationship with community For an example, gotong-royong around housing area or recreation park.

  9. 4.2.3 Agency collaboration School having connection with agencies, businesses representatives, religious groups and other NGOs that share responsibilities for the children education and future successes. The purpose for this collaboration is to expose students to the world outside the school and get contribution from businesses agencies to develop school’s infrastructure. For an example, invite representative from bomba, health department, police to give talk.

  10. 5.0 Implication of plan Social-The community will have good impression on teachers and appreciate their contribution Financial-This parents and community outreach would not cost so much to implement and also the agency willing to contribute fund for school development so that the school do need depend on government solely.

  11. Continue...... Job position-This will help teachers to add value/point in their annual assessment (LNPT) which support teachers’ promotion. School development-The community will contribute for the development of school in terms of infrastructures, materials, finance, etc School Culture-This will help to create positive culture among school community and promote good value.

  12. Summary Overall, the implementation of this policy will create a peaceful and harmony environment among teachers, parents and community. In the future, parents can expect to work more closely with teachers to improve their child’s performance This will ensure a diversity of private and social sector entities will have the opportunity to get involved in the school improvement process.
