Do Now- Page 42 • Respond this report from 1842: • No returns can show the amount of suffering in which [the poor] have had to endure from the causes of this kind (lack housing and sanitation during the I.R.). Out of 77,000 persons 14,000 have been attacked by fever and 1300 have died. The public have suffered to a far greater extent to which they are aware of, from this appalling wretchedness, sickness and mortality. • Who suffered the most from these conditions and why? • Who should be held responsible for this “wretchedness” • Who should fix these social ails?

Page 42 (& 43 if you need) • Attitudes shift and people believe there needs to be a “watchdog” • If nothing is done, fear of citizen rebellion (like in France) • Local governments are gradually given more power over society • Working conditions, sanitation, wages, sewage, streets, medical care, education, etc. • Ideas of Karl Marx (Germany) become more popular • Government responsibility and control of society • Equality for all, “Utopia”
