  5. ICAO - RECENT CHANGES ICAO formed a new Aerodrome Panel (AP) in December 2004 which absorbed the Visual Aids Panel (VAP) and ‘formally’ disbanded the HDSG. The HDSG was replaced with a new Heliport Design Working Group (HDWG) incorporated under the new ‘AP’. A new Visual Aids Working Group (VAWG) also formed. …no real impact on the ‘Annex 14 revision’…except HDWG and VAWG reports to the Aerodrome Panel (AP). The AP covers all “Annex 14 aspects” except IFR/IMC airspace which is still handled by the “Helicopter Sub-Group” of the Obstacle Clearance Panel (OCP).
