SEGMENTACIÓN Subsistemas con distintas modalidades de financiamiento, afiliación y provisión, cada uno de ellos “especializado” en diferentes estratos de la población, de acuerdo a su inserción laboral, nivel de ingreso, capacidad de pago, y clase social. • Coexisten una o varias entidades públicas, el seguro social, y diversos financiadores/aseguradores y proveedores privados. • Consolida y profundiza la inequidad en el acceso y utilización entre los diferentes grupos poblacionales.

FRAGMENTACIÓN Coexistencia de muchas unidades o entidades no integradas en una red de servicios de salud. • Servicios/Establecimientos que no colaboran mutuamente, sino que ignoran y/o compiten con los otros prestadores • Múltiples agentes operando sin integración impiden la estandarización de los contenidos, la calidad, y el costo de la provisión de servicios. • Genera incrementos en los costos de transacción y una asignación ineficiente de los recursos del sistema
