BACKGROUND • Jan. 24, 2006 – BCC took 2 actions • Approved design of East Orange Environmental Center at Hal Scott • Approved Avalon Park Trailhead subject to: • Finalizing agreements with Avalon Park Developer • Securing bridge access from OUC at Hal Scott

OUTSTANDING ISSUES Federal Grant Requirements • State notified County on September 2, 2008 that grant funding would be in jeopardy if no progress demonstrated. • Invoice submitted September 26, 2008 for design ($35K). • Project construction must be bid by March 2009.

NEXT STEPS • Allow Avalon Developer 30 days to provide the County the property and access agreements for use of trail. • Only acquire trailhead property and adjacent parkland property (2.86 ac.) If unsuccessful: • Relocate the trail project from Avalon Park to Parcel J serving as a trailhead on Moss Park Trail.
NEXT STEPS Alternative Trailhead Site • Parcel J • Located northwest of Moss Park on Moss Park Road • 12-foot trail on south side of Moss Park Road • State has indicated approval of site change
