MWA Spring Workshop May 2013 Background Paint industry directly manages paint stewardship programs in 8 provinces (all except AB and ON) WDO issued updated ISP guidelines in 2012 CPCA approached PCA in 2012 to develop an Industry Stewardship Plan for Ontario CPCA consulted with SO prior proceeding with ISP Letter of intent submitted to WDO in Jan 2013 All major paint brand owners have provided letters of intent to participate

About Product Care Association MWA Spring Workshop May 2013 Federal, non-profit association, based in British Columbia Develops, implements and manages 14 product stewardship programs in 8 provinces in response to regulations, on behalf of industry Program members are the ‘producers’ of legislated products – manufacturers, retailers, distributors Products managed include paint, HHW, flammable liquids, pesticides, lighting products, smoke alarms, also provide program management services for electrical appliances and outdoor power equipment programs

  4. MWA Spring Workshop May 2013 Product Care Paint Programs Product Care manages paint recycling programs in BC, SK, MB, NB, NS, NL and PE Product Care works with PaintCare on US programs in OR, CA and CT Other Product Care programs Lamps programs in BC, MB and QC Other HHW in BC and MB

MWA Spring Workshop May 2013 Achievements Across Canada In almost 20 years of paint recycling PCA has steadily increased collection volumes in all the jurisdictions managed In BC program in 2012, 10.2% recovery rate achieved Paint specific programs working well in other jurisdictions, resulting in overall efficiencies for program delivery PCA works with municipal collection sites across Canada

Proposed Ontario Paint Program MWA Spring Workshop May 2013 Industry recognizes the key role that municipalities, and service providers have had in surpassing collection targets for paint Product Care involved in ON paint program from 2008-2010, including municipal channel PCA intent is that any path forward will not change the face of the program Ontarians have demonstrated success at recycling paints and coatings

MWA Spring Workshop May 2013 A Natural Progression to Full EPR PCA and CPCA have the capacity and experience to manage the ON paint program 7 out of 10 provincial paint programs now under Product Care with track record of success Paint and coatings stewards committed to meeting targets in Ontario as in the past Stewards will be even more committed to their own program with improved governance and direct responsibility
