Who We Are and What We Do SER has been providing services for the local community and state since 1974.We have offered English classes, computer training, GED preparation, summer youth employment, job preparation workshops, as well as classroom training to learn a trade. Currently SER Corporation is the sub-grantee for the Senior Community Service Employment Program (SCSEP) and the grantee/administer of WIA Title 1-Section 167 National Farmworker Jobs Program in the state of Kansas.

The SER Mission is based on the philosophy of self-determination and seeks to promote the human development and education of low-income people by providing them with education skills, marketable skills, training, supportive services and advocacy for the self-development that contributes to economic self-determination.

  5. Program History • The Workforce Investment Act (WIA) of 1998 is designed to be customer-focused allowing participants to choose among many career/training options that best meet their needs while also helping companies to hire the skilled workers they need to remain successful. • It is authorized by Congress to counter the impact of the chronic unemployment and underemployment experienced by migrant and seasonal farmworkers (MSFW) who primarily depend on jobs in agricultural labor.

  6. What is the Purpose of NFJP? The purpose is to strengthen the ability of eligible migrant and seasonal farmworkers and their families to achieve economic self- sufficiency.

  7. Who is eligible for NFJP services? 1. U.S. citizens or a lawful permanent resident, refugee, or asylee, parolee, or other individual legally authorized to work in the U.S. And; 2. Must not have violated Section 3 of the Military Selective Service Act, And; 3. Must be a disadvantaged seasonal or migrant Farmworker during any 12 consecutive months out of 24 months prior to application; Or 4. Be the spouse of the eligible Farmworker and meet requirements 1 and 2 above; Or 5. Be the dependent of the eligible Farmworker and meet requirements 1 and 2 above. 6. MSFW must have been primarily employed in agricultural work during the 12 months chosen as the eligibility determination period.

  8. Who are Disadvantage Seasonal and Migrant Farmworkers? • Disadvantaged-means a Farmworker whose income, for any 12 consecutive months out of the 24 months immediately before application, does not exceed either the HHS poverty line or 70% of the Lower Living Standard Income Level, adjusted for family size and • Includes income of all wage earners. The disadvantage income test applies to the entire family income of the Farmworker unless the inclusion of a family member’s income is clearly inappropriate. (For example, if a husband and wife were separated, you would not look at their combined income if either applied for services.) • If the Farmworker is independent of their family or a single person, then the disadvantaged test is only applied to their income.

Dependent-is an individual who: Was claimed as a depenedent on the qualifying farmworker’s federal income tax return for the previous year; Is the spouse of the qualifying farmworker; If not claimed as a dependent for federal income tax purposes, is able to establish a relationship as the farmworker’s:

Dependent • Child, grandchild, great grandchild, including legally adopted children; stepchildren; • Brother, sister, half brother, half sister, stepbrother, or stepsister; • Parent, grandparent, or other direct ancestor (but not foster parent); • Foster child; • Stepfather or stepmother; • Uncle or aunt; • Niece or nephew • Father-in-law, mother-in-law, son-in-law; or • Daughter-in-law, brother-in-law, or sister-in-law;

  11. And He/she receives half of his/her total support from the eligible farmworker’s family during the eligibility determination [WIA 167 (h)(3) & (4); 20CFR, 669.110]

The Types of Income Used to Determine Eligibility Include: • Gross wages and salaries (before deductions); • Net self-employment income (gross receipts minus operating expenses); OR • Other money income received from sources such as net rents, Old Age and Survivors Insurance. Social Security benefits, pensions, alimony, periodic income from insurance policy annuities.
