Transitions and Introductions • July 1, 2019 – Read by Grade 3 Program transitions from the NDE Office of Student and School Supports to the NDE Office of Standards and Instructional Support • This shift constitutes a primary change in focus for Read by Grade 3 from grant management support to instructional support in reading • Current Read by Grade 3 Staff: • Dave Brancamp - Director • Darrin Hardman - Education Program Professional: Southern Office • Dr. Kevin Marie Laxalt - Education Program Professional: Northern Office

Looking Back: The Primary Intent • Dramatically improve student achievement by ensuring all Nevada students are able to read proficiently by the end of third grade • Improve K-3 literacy instruction • Establish an early reading assessment framework • Establish a comprehensive statewide system of K-3 reading instruction and intervention • Implement a promotion-retention decision-making process (to begin in 2020)

Looking Forward: AB 289 Appropriations • Provides noncompetitive grants across the entire state utilizing a weighted funding formula • The primary intent is to provide support of school-based efforts to ensure that all students are proficient readers by the end of third grade • Includes $31.7 million in each year of the 2019-21 biennium, a 54.5% increase from the prior biennium • Ensures that all Nevada elementary schools will have an assigned literacy specialist who will: • Work with the school principal and teachers • Serve as a resource for professional development • Produce master reading teachers to improve student reading achievement

Looking Forward: Key Changes • Removes grade 3 retention requirement and replaces it with mandatory intervention and intensive instruction for grades 4 and 5 • Clarifies that a student’s reading plan will regularly assess reading growth to ensure that programs and services are effective • Extends reading intervention services and intensive instruction to include all grades in an elementary school
