  6. SOLUTION • Reserve some of the land of the ceded lands as payment to soldiers • Sell the rest to gain revenues and increase commerce

  7. Land Ordinance of 1785May 20, 1785 • Congressional ordinance that made provision for systematic survey of land in the western territories. Dividing the land along lines of latitude and longitude when practical into ranges, townships and sections. Reserving portions for the government and for the benefit of education.
