Delayed penalty situations in hockey can often be confusing. According to Rule 4.12(a), if a third player from a team receives a penalty while two teammates are already penalized, their penalty time does not start until one of the existing penalties expires. This means a team can have up to two active penalties at a time, but cannot drop below three skaters on the ice. What is a Delayed Penalty? • Rule 4.12 (a) • “If a third player of any team shall be penalized while two players of the same team are serving penalties, the penalty time of the third player shall not commence until the penalty time of one of the two penalized players has elapsed. • Nevertheless, the third player penalized must at once proceed to the penalty bench, but shall be replaced on the ice by a substitute….
Returning to the Ice • Rule 4.12 (b) • When the penalties to the player or players have expired and the penalized team is entitled to more than 4 players on the ice, the Penalty Timekeeper shall permit the penalized players to return to the ice in the order of the expiry of their penalties.
What Does That Mean? • A team can have no LESS than 3 skaters on the ice • A team can have no MORE than 2 penalties running at any one time. • If a team has 2 penalties running, any other penalties have to WAIT until one of the other penalties is over before it can begin. • Penalties that are `waiting` will not cause a team to drop below 3 skaters • Players may have to wait in the penalty box until well after their penalty has expired before they can return.
