  3. recent years witnessed unprecedented increase in • demand for statistics in developing countries • new focus on managing for development results • (MfDR) (nationally & internationally) • poverty reduction strategies (PRSs) • MDGs • other development programmes (sectoral) • new and emerging policy issues – environment and • climate change, gender, biofuels, etc. • need “good statistics” – comprehensive, relevant, • accurate, consistent & timely to illuminate above issues 1. Challenges • Institutional & organizational • lack of clarity about difference between organization & • institution • tendency to over-emphasize organizational issues • institutional issues are as important, “unless they allow • and enable organizational improvements to happen, • they won’t” • Institutional issues about “wider environment” • laws, policies, government commitments, norms and • cultures, etc • Organizational issues about “players” • structure, people & processes • organizations have discrete boundaries, a budget and • structures

  26. 5. Conclusion • Governance is essential to support technical • components • It is one of the weakest aspects of statistics in • many African countries • need to define governance arrangements at all • levels (national, continental, international)
