  2. Role of the SSAB The Office of Environmental Management (EM) Portsmouth Site Specific Advisory Board (SSAB) is designed to provide community input to the U.S. Department of Energy on EM issues. The logic is that members of communities are in touch with the values and needs of their respective communities within the EM complex. DOE genuinely values your commitment to public service and respects the sacrifices members make to benefit their communities. Your views are independent and you are not restricted by other public entities or other DOE responsibilities. This is YOUR board.

  3. NHPA Compliance Your role as an SSAB member has nothing to do with NHPA or the Section 106 process. Some SSAB members who are also consulting parties do not have a conflict of interest. SSAB members are not obligated in any way to assist in DOE’s NHPA requirements.

  4. Preserving Site History The SSAB has indicated the importance of recognizing this community’s contribution to the Cold War history. This is a story about your region, your community, your family and your successes that played a role in American history. Your recommendation (11-02) regarding a multi-purpose facility is one that incorporates your desire to tell YOUR story. DOE will evaluate the recommendation and provide a response in the coming weeks. If SSAB work coincidentally meets some aspects of NHPA, that is a bonus, but there should be no concern from SSAB members about meeting NHPA requirements.
